Shanghai Municipal Commission of Ethnic and Religious Affairs

Shanghai Municipal Commission of Ethnic and Religious Affairs is established as one of the departments of the municipal government, with its main functions, internal structure and personnel management in accordance with the “Notice of the General Office of the CPC Central Committee and the General Office of the State Council on Printing and Distributing ‘Plan on Reform of Organs of Shanghai Municipal People’s Government’” (Ting Zi [2008] No. 17).

Main Functions

1. to implement the laws, rules, regulations, guidelines and policies related to ethnic and religious work; to study and draw up drafts of local rules and regulations on ethnic and religious work in accordance with the municipality’s actual circumstances and organize to implement relevant rules, regulations and policies;

2. to safeguard the rights of ethnic minorities according to laws and coordinate relations among ethnic groups; to participate in formulating development plans for ethnic causes of education, culture, health and sport; to take charge of carrying out activities to foster unity and progress among ethnic groups; to participate in administrating ethnic minorities in Shanghai;

3. to cooperate in fostering, selecting and appointing officials of ethnic minorities; to keep in touch with representatives of ethnic minorities and guide the ethnic mass organizations’ work;

4. to participate in the municipality’s pairing-assistance to and economic and technical cooperation with regions inhabited by ethnic minorities; to cooperate with relevant departments to do a good job in producing and supplying commodities specially needed by ethic minorities; to guide, coordinate, urge inspections on halal food;

5. to protect citizen’s freedom of religion according to laws, and protect legitimate rights of religious groups and places of religious activities, religious personnel’s performance of normal religious activities, believers’ normal religious activities; to take charge of foreigners’ religious activities in Shanghai according to laws;

6. to help religious groups to do a good job in preach, self-management and self-support within the boundary the Constitution and other laws and to follow their own independent roads and self-operation according to their characteristics;

7. to promote the ethnic and religious personages to carry out their self-education of patriotism, socialism and support for China’s reunification and national unity, to consolidate and develop socialist ethnic relations, and to unite with and mobilize the broad masses of all ethnic and religious circles to uphold socialistic stability and unity;

8. to study and analyze the ethnic and religious affairs and theories both at home and abroad; to guide the religious groups to carry out friendly communications with other countries, Hong Kong, Macao and Taiwan;

9. to cooperate with relevant departments in resisting infiltration of overseas hostile forces and in exposing and cracking down on sabotage and crimes under the guise of ethnicity and religion; to participate in comprehensively controlling feudalistic and superstitious activities; to prevent and stop lawbreakers from acting illegally by taking advantage of religions;
 
10. to help religious groups foster and educate religious personnel; to guide institutes to enhance self-construction; to undertake part of the affairs of the National Committee of Three-Self Patriotic Movement of the Protestant Churches in China, the China Christian Council, the Young Men's Christian Association of China and the Young Women's Christian Association of China upon entrustment by the State Administration for Religious Affairs of P.R.C.; to assume the responsibilities of administration over the Shanghai Young Men's Christian Association and the Shanghai Young Women's Christian Association;

11. to organize and guide publicity of policies and laws related to ethnicity and religions; to take charge of reviewing films, TV programs, books, journals and advertisements related to ethnicity and religions;

12. to guide ethnic and religion affairs of all districts (counties); to guide the districts (counties) to handle ethnic and religious emergencies or the problems that affect the social stability;

13. to take charge of the acceptance and hearing of relevant administrative reviews and responses to administrative proceedings;

14. to undertake other tasks assigned by the municipal party committee and the municipal government.
