Shanghai Municipal Grain Bureau is established as an administrative authority under the Shanghai Municipal Commission of Commerce, with its main functions, internal structure and personnel management in accordance with the “Notice of the General Office of the CPC Central Committee and the General Office of the State Council on Printing and Distributing ‘Plan on Reform of Organs of the Shanghai Municipal People’s Government’” (Ting Zi [2008] No. 17).

Main Functions

1. to implement the laws, rules, regulations and policies related to the grain circulation and grain reserve; to study and draw out the drafts of the local rules, regulations, and policies of the grain circulation and grain reserve; to organize to carry out relevant rules, regulations and policies;

2. to study and put forward suggestions for the long-term planning and the planned total import and export volume for the macro-control, overall balance and circulation of the municipal grain (including edible oils, sic passim) and implement with relevant authorities;
 
3. to take charge of the administration and guiding of the municipal grain circulation; to study and put forward the scheme of deepening the reform of the grain circulation system and coordinate with relevant authorities to implement; to promote the reform of state-owned grain enterprises; to do a good job in coordination, supervision, inspection and guidance for the reform of state-owned grain procurement and sale enterprises;

4. to guide, supervise, inspect and serve for the participants in the municipal grain market; to study and put forward the planning of establishing the grain market, coordinate with relevant authorities to manage the grain market and perfect the monitoring and alert system for the grain market; to implement the emergency mechanism for the grain market and put forward suggestions on launching the grain emergency scheme; to take charge of the management of the grain supply to troops and disadvantaged groups as well as the delivery subsidies of the non-staple foodstuff prices for urban residents;

5. to take charge of the specific work for the macro-control of the municipal grain circulation as well as daily supervision and management of the municipal grain reserves; to study and put forward suggestions on the size, variety, layout as well as reserve and use of the municipal reserved grain; to approve the rotation plan of the municipal reserved grain and make circulars according to regulations; to implement the policies of grain procurement and sale; to take charge of the statistics of grain distribution; to guide and coordinate the cooperation of grain production and sale and the administration of the district (county) level reserved grain;

6. to supervise the municipal grain circulation; to formulate the supervision and inspection system of the grain circulation and grain reserves and organize to carry out the aforesaid system; to take charge of the supervision and administration of the quality and safety of grain as well as the sanitation of unprocessed grain in the purchase and reserve of grain; to take charge of the supervision and inspection of the purchase, storage and transportation of grain, the purchase and sale of grain use under policies as well as the implementation of the state grain circulation statistics system;

7. to compile the planning of the grain circulation, grain storage and construction of processing facilities of grain; to formulate the technical standards of grain storage and transportation and supervise the implementation; to take charge of the implementation and supervision of the grain quality standards; to guide and promote the technological development, technical innovation and new technological promotion for the grain distribution;

8. to take charge of the administrative license of grain purchase, troop-oriented grain supply stations and entrusted agency qualification for the troop-oriented grain supply; to take charge of handling and filing the reserve agency qualification for the central grain reserves; to cooperate with relevant authorities to identify the qualification for purchasing aged grain;

9. to take charge of the education training of the grain circulation system; to take charge of the outward exchange and cooperation of the grain circulation system; to take charge of the construction of informatization of the grain circulation;

10. to take charge of the acceptance and hearing of relevant administrative reviews and responses to administrative proceedings;

11. to undertake other tasks assigned by the municipal government.
