What is government information?

Government information referred to as the "Regulation of the Shanghai Municipality on the Release of Government Information" needs to meet the following three requirements. Firstly, it is information in the hands of the government. Secondly, it is information relevant to economy, social administration, and public service. Thirdly, it is information delivered through specific media.

As an abstract concept, information is made known to people via a certain media. It is the same with government information. In the past, government information was mainly stored as printed-paper media. With the large-scale application of modern IT technology in government departments, there is an increasing amount of government information stored in the form of films, tapes, floppy discs and other electronic storage materials. Thus, government information also refers to the content in such media.
