According to the practices of other countries, the active release of government information can put the government at an advantageous position and can reduce possible conflicts. Actively releasing information free of charge by the government can also help government departments establish a transparent, open and clean image.

In Shanghai, information which the public pay most attention to and which bears upon public interests in the four areas of: administration regulation and development plans, important issues that relate closely to public interest, the use and supervision of public funds, and government organizational and HR issues, are released actively in order to meet the basic requirements of the public and the whole society, and also, to reduce the costs for such government information to flow throughout the whole society.
