Why must government departments release important draft decisions?

Government information released actively by the government consists mainly of administrative decisions made by the government. In order to make the decision-making process more democratic and more scientific, government departments are also required to release part of the information in the process of making administrative decisions. That is why decisions that: bear on social interests or have a major social impact, regulations, plans or decisions under draft, or the draft of decisions by relevant departments, should be released to the public so the opinions and suggestions of the public can be collected.
