What are the regulations for tuition charges in schools jointly established by Chinese and foreign partners?

According to the "Circular of the Shanghai Municipality on Issues Relating to Tuition in Institutions of Higher Education" published by the Shanghai Municipal Pricing Bureau (H.J.F. 2003, No. 56) and the "Circular on Several Issues Relating to the Charging of Tuition in Private Non-degree Institutions" published by the Shanghai Municipal Finance Bureau (H.C.Y. 2002, No. 66), the tuition charges in schools jointly established by Chinese and foreign partners can be broken down into degree and non-degree education categories as follows:

Degree Education: At most, three times the tuition of the same major in ordinary universities.

Non-degree education: Tuition standards should be decided by the school and formal receipts should be used.
