What are the necessities for applying for medical relief?

(1) A person being granted the governmental living relief shall pay the outpatient service and emergency treatment by himself/herself in principle. Such a person can apply for medical relief to counterbalance: the personal payments after the payable sum out of the medical insurance compensation, and the reimbursement borne by the employee’s work organization deducted from the basic medical treatment expenditure during the hospitalization period, if his/her living will be otherwise influenced;

(2) a recipient of governmental medical relief, except the beneficiary of Medical Insurance, is required to receive medical treatment at the hospital that is authorized by the district/county civil affairs authority. If he/she needs to move to another hospital to continue the treatment, the move must be approved by the former authorized hospital issuing a certificate and approved by the civil affairs authority at the same level. The medical expenditure must occur within the same year, or

(3) when a person covered by the Medical Insurance System and in a low-income family suffers from a major or serious illness (such as uremia, mental disease or cancer) and has an average income per capita in the family below the 150% of the lowest living standard level in Shanghai during the medical treatment period, and still cannot afford the personal expenses of medical treatment, after their basic living expenses during the medical treatment period (290×the quantity of family members×months for medical treatment) are deducted from the total family income during the medical treatment period, even with other donations, such a person can apply for medical relief.
