What is the basic standard of medical assistance?

(1) The person applying to the civil affairs authority for medical assistance will bear a certain proportion of the medical treatment charges;

(2) people without an ID card, temporary residence certificate or work certificate and bestowed with governmental relief in a regular and quantitative way, and all the beneficiaries of special relief, shall get a subsidy to cover all or most of their basic medical treatment expenses;

(3) for a person in a family with an income at the lowest living standard and is negatively affected by the medical treatment charges for serious or major illness, even compensated by the basic medical insurance and other subsidies, he/she still needs to pay for the outpatient service or emergency treatment charges, but can obtain an appropriate subsidy to counterbalance the personal payments, after the payable sum from their medical insurance compensation and the reimbursement borne by the employee’s work organization deducted from the basic medical treatment expenditure during the hospitalization period. However, the accumulated annual medical treatment subsidy cannot exceed RMB 5,000.00; and

(4) a poverty-stricken person, caused by major or serious illness (such as uremia, mental disease or cancer) who is negatively affected by the medical charges even with other donations, and the basic living standard of their family is degraded, can be granted an appropriate subsidy. However, the accumulated annual medical treatment subsidy cannot exceed RMB 5,000.00.
