How are floating population’s legal rights protected?


    Floating population plays an active role in promoting Shanghai’s social and economic development. It can be foreseen that the number of peasant-workers to Shanghai is set to rise in the future. To protect the legal rights of peasant-workers, the following approaches have been adopted in Shanghai.


      First, the residence permit system is observed. Any peasant- worker that has stable job and regular residence can apply for Shanghai resident permit. Once obtained, he or she shall be granted equal opportunities and facilities as registered population in respects of child’s education, planned immunization and free family planning technical services. Second is the comprehensive insurance system. Organizations that employ peasant-workers purchase a comprehensive insurance policy so peasant- workers shall be granted employment injury insurance, medical insurance and elderly living allowances.
