Who should pay the Social Maintenance Fee in Shanghai?


    According to the Population and Family Planning Law and The Management Provisions of Imposing the Social Maintenance Fee by the State Council, those who experience any one of the following four instances should pay the social maintenance fee in Shanghai:

    (1) giving birth to babies out of wedlock;

    (2) giving birth to babies not in compliance with the provisions;

    (3) giving birth to a second baby in compliance with the provisions, but unapproved; or

    (4) giving birth to a third (or more) baby not in compliance with the provisions.
