Han Zheng Meets Executive Board Chairman of Boehringer Ingelheim
    On January 29, Han Zheng, secretary of the CPC Shanghai Municipal Committee, met with Andreas Barner, Executive Board Chairman of Boehringer Ingelheim of Germany and his party.
    Han Zheng said that Shanghai is striving toward a scientific & technological innovation center with a global reach and a lot of work needs to be hastened and implemented. Shanghai’s research and development expenditures will account for more 3.6% of its gross product this year. In innovation research and development, the government’s input is very important, but we also hope that more Chinese and foreign enterprises will actively participate in it, so that the composition of input will become increasingly optimized, thereby giving true play to the market’s decisive role in resource allocation and also bringing the role of the government into better play. This year is the crucial one in our planning for the 13th Five-year Plan period, with innovation as the main line and biopharmaceutical sector as a key development area we support. We welcome more Chinese and foreign firms to innovate and create in Shanghai, and the CPC Shanghai Municipal Committee and the Shanghai government will provide a better environment for innovation by the businesses.
    Andreas Barner said that Shanghai’s large input in and vigorous support for innovation research and development are impressive, and Boehriner Ingleheim wants very much to be a part of Shanghai’s innovation and development drive. He was greatly inspired by Shanghai’s taking biopharmaceutical sector as a key area for development, and Boehriger Ingelheim will invest 180 million euro to build a biopharmaceutical manufacturing base in Pudong, introducing advanced German biopharmaceutical technology to China and Shanghai.
