Yang Xiong: Shanghai Has Made and Implemented Two Rounds of IP Strategic Outlines


    The Shanghai International Intellectual Property Forum, jointly sponsored by the Shanghai Municipal People’s Government and the World Intellectual Property Organization (WIPO), opened in Shanghai on December 1, 2015. Yang Xiong, mayor of Shanghai, and Shen Changyu, commissioner of the China State Intellectual Property Office, attended and addressed the meeting, while Francis Gurry, director-general of the WIPO, delivered a keynote speech.

    In his remarks, Yang Xiong referred to intellectual property as a strategic resource for future development. Shanghai, which always sets store by its IP work, has formulated and carried out two rounds of IP strategic outlines, and signed a MOU with the WIPO, deepening cooperation in multiple areas with it and strengthening IP creation, application, protection and management. Today, invention patent ownerships have reached 28 per 10,000 in Shanghai. To protect IP is to protect innovation. At present, Shanghai is speeding up the implementation of its innovation driven development strategy and building a science & technology innovation center with a global reach, so we must enhance IP application and protection and bring into full play the innovative wisdom of all the talents. We will put in place a quick response mechanism to deal with IP violations, improve IP credit management, optimize IP service system and create a sound IP ecological environment.

    During the two-day forum, government officials, experts and scholars from a number of countries and regions in the world will conduct in-depth discussions on topics including “Global IP and Science & Technology Development and Sustained Development”, “Creating an Environment Where IP and Competition Are Respected” and “IP Education of Future Employees in Science & Technology-related Professions”.
