Government Offices Administration Bureau of the Shanghai Municipal People’s Government

    Government Offices Administration Bureau of the Shanghai Municipal People’s Government is established as an institution directly under the municipal government, with its main functions, internal structure and personnel management in accordance with the “Notice of the General Office of the CPC Central Committee and the General Office of the State Council on Printing and Distributing ‘Plan on Reform of Organs of Shanghai Municipal People’s Government’” (Ting Zi [2008] No. 17).

    Main Functions

    1. to take charge of the macro management of the affairs of the government offices, organize to work out the management regulations and systems and organize to implement these regulations and systems; to take charge of the management, support and service of the government affairs;

    2. to work out the policies and systems of reform of the logistic mechanism of the government offices and organize to carry out the policies and systems; to guide the introduction of social resources for logistic service for the various departments of the government offices and assess the contents and standards of the service items, take charge of the supervision and management of the service quality;

    3. to take charge of the management of the state-owned assets of the government offices, formulate relevant specific systems and methods, take charge of the ownership decision, inspection registration and asset disposal; to guide the management of state-owned assets of the enterprises under the government offices; to take charge of the supervision and management of the operational state-owned assets authorized by the municipal state asset regulatory commission; to undertake the management of the gifts presented by foreign guests to the municipal leaders and various departments according to regulations;

    4. to take charge of the management of the ownership and civil construction of the office buildings for the government offices; to formulate relevant regulations and systems and organize to carry out the regulations and systems; to take charge of the plan formulation, ownership management and usage arrangement of the office buildings for the government offices, organize to carry out the plan preparation, project review and construction supervision of the construction and repair work; to assess and approve the construction standards and utilization scale of the office buildings for government offices and at the county and district levels;

    5. to take charge of the arrangement and standards of official vehicles for the municipal administrative units and the management of vehicles for special purposes; to take charge of the updating, disposal, traffic safety and permit management of the vehicles for official purposes of the government offices; to take charge of the management of the vehicles for daily official purposes of the leaders of the municipal people’s committee and the municipal government and such departments as the standing committee and the general office of the municipal government;

    6. to take charge of the supervision and management of the work of energy saving of the government offices, cooperate with relevant departments to work out plans, regulations and systems and organize to carry out these plans, regulations and systems; to organize to carry out the statistics, monitoring and assessment of energy saving; to coordinate and promote the management of energy saving of other municipal public institutions;

    7. to put forward review opinions to the housing, vehicle and property management for the business use of the government offices within the budget according to the regulations and standards for allocation of assets for government offices; to take charge of the management of the housing construction expenses for the government offices; to take charge of the financial support for the significant conventions and activities of the municipality and the financial management of the daily administrative expenses for the general office of the municipal government;

    8. to take charge of the management of housing system reform and housing allowance for the public servants of the municipality, cooperate with relevant departments to work out relevant policies and plans and organize to carry out the policies and plans; to take charge of the work of management, arrangement and service for the housing for the municipal leading cadres;

    9. to take charge of the management of safety protection of the centralized office areas of the municipal people’s committee and the municipal governmental authorities; to coordinate with the municipal public security bureau to guide the internal safety and protection of the office areas according to regulations;


    10. to take charge of the logistic support for the relevant key conventions and important activities of the municipality; to coordinate with relevant departments to work out relevant systems and standards for domestic business reception of the government offices; to undertake the relevant live service affairs for the leading cadres;

    11. to take charge of the planning and construction, standard formulation and maintenance management of the computer network system at some centralized offices of the municipal leading authorities; to take charge of the management of training and examination for the supportive service positions at the municipal leading authorities and the subordinate units;

    12. to take charge of the daily management of the purchasing center of the municipal government, and urge its legal conduction of the governmental purchase activities;

    13. to take charge of the basic construction, repair and maintenance, and daily management of the civil air defense facilities of the municipal leading authorities;

    14. to manage and guide the work of the units under Shanghai Soong Ching Ling, Sun Yat-sen Heritage Management Committee;

    15. to undertake other tasks assigned by the municipal government.
