General Office of the Shanghai Municipal People’s Government

    The General Office of the Shanghai Municipal People’s Government is established as an institution assisting the municipal officials in routine work for the Shanghai Municipal People’s Government, with its main functions, internal structure and personnel management in accordance with the “Notice of the General Office of the CPC Central Committee and the General Office of the State Council on Printing and Distributing ‘Plan on Reform of Organs of Shanghai Municipal People’s Government’” (Ting Zi [2008] No. 17).

    Main Functions

    1. to organize to draft or review the documents published under the names of the Shanghai Municipal People’s Government or the General Office of the Shanghai Municipal People’s Government at the request of the municipal officials;

    2. to take charge of preparatory work for municipal government’s meetings and assist the municipal officials in organizing to carry out resolutions of the meetings;

    3. to study and review matters reported by the departments under the municipal government as well as the district governments and county governments, and put forward the implementation suggestions to the municipal officials for examination and approval;

    4. to urge and supervise the departments under the municipal government as well as the district governments and county governments to implement the important documents issued by the State Council and the municipal government, the resolutions made at the municipal government’s meetings and the important instructions given by the municipal officials, and make timely reports to the municipal officials;

    5. to take charge of urging to handle the written opinions from the deputies to the Municipal People’s Congress and the motions from the Municipal Committee of the Political Consultative Conference, which are undertaken by the municipal government system;

    6. to organize to investigate and study, obtain information, report situations and put forward suggestions in accordance with the work focuses of the municipal government in different periods and the requirements of the municipal officials;

    7. to take charge of the contact with the departments under the municipal government as well as the district governments and county governments, and to assist the municipal officials in tackling the important problems reported by the departments under the municipal government as well as the district governments and county governments;

    8. to urge relevant departments of the municipal government as well as the district governments and county governments to do a good job in maintaining social stability, and do a good job in coordinating and eliminating the unstable factors at the request of the municipal officials;

    9. to take charge of the work of the chief duty room and guide the on-duty arrangement of the municipal government system;

    10. to undertake routine work of emergency duty, information collecting and overall coordination for the Municipal Public Emergency Management Committee; to organize to carry out the construction of an contingency plan system; to assist the municipal officials in handling serious public emergencies;

    11. to organize, coordinate, coordinate and administrate the citywide large-scale activities of the municipal government;

    12. to promote, guide, coordinate and supervise the government information disclosure within the municipality;

    13. to cooperate with relevant departments in promoting, guiding, coordinating and supervising e-government within the municipality; to take charge of the construction, application and administration of the office information system of the municipal government;

    14. to undertake other tasks assigned by the officials of the municipal government.
