Shanghai Municipal Office of Port Service

    Shanghai Municipal Office of Port Service is established as an institution directly under the municipal government, with its main functions, internal structure and personnel management in accordance with the “Notice of the General Office of the CPC Central Committee and the General Office of the State Council on Printing and Distributing ‘Plan on Reform of Organs of Shanghai Municipal People’s Government’” (Ting Zi [2008] No. 17).

    Main Functions

    1. to implement the state laws, rules, regulations and policies related to the port work; to participate in studying and drafting the local rules, regulation drafts and policies for the comprehensive administration of municipal ports; to study and formulate regulatory documents for the comprehensive administration of municipal ports, and organize the implementation;

    2. to take the lead in organizing the compilation and report of the municipal ports opening up planning and annual plan, and organize the implementation and coordination for a steady progress;

    3. to take charge of the initial examination and filing for approval concerning the new opening-up, opening-up expansion, temporary opening-up, and temporary access to non-open areas related to the municipal ports; to handle the examination, check for acceptance and filing for approval related to the launch of foreigner-oriented work zones including new wharfs, terminals and vehicle stations within the open scope; to examine and approve the temporary access within the open scope;

    4. to coordinate and supervise the planning, design, investment and construction of supporting facilities of port check; to coordinate the organizational establishment and the staffing scheme formulation of the port check authorities, and file them for approval according to relevant procedures;

    5. to coordinate the planning and construction of check-oriented supporting facilities within the special regulatory areas in Shanghai; to take the initiative in organizing the preparations for checking the new or expanded special regulatory areas for acceptance; to coordinate to promote the work including customs clearance and informatization within special regulatory areas;

    6. to coordinate the "Great Customs Clearance" of the municipal ports; to coordinate and boost the joint cooperation among port check authorities and innovate the regulatory modes; to coordinate and boost the port informatization to improve the customs clearance efficiency and optimize the port environment;

    7. to coordinate and boost the inter-regional cooperation of "Great Customs Clearance" between the municipal ports and ports in other provinces and cities as well as the cooperation and exchange with international ports; to participate in the coordination of the security work of the municipal ports;

    8. to take charge of centralized coordination for problems in port check authorities which need to be solved by the local government; to coordinate the relationships of relevant port units and the inconsistency in collaboration among them and make rulings in case of emergency;

    9. to organize the investigation and research on the major issues involved in opening-up and administration of municipal ports; to put forward proposals and measures to solve problems;

    10. to take charge of calculating, analyzing and publishing relevant data of municipal ports; to organize the publicity of municipal ports; to organize, guide, coordinate and boost the joint development of "Civilized Ports";

    11. to guide the work of the Shanghai Port Association and contact relevant social intermediaries and groups;

    12. to undertake other tasks assigned by the municipal government.
