R Visa

    Welcome to this window for going through the formalities of applying for the R Visa (Talent). Please pay attention to the following relevant contents of which you are informed. Thanks for your cooperation.

    I. Qualifications:

    Foreigners under any of the following circumstances can apply for the R Visa (Talent):

    1. High-level talents introduced by Chinese Government;

    2. High-level talents recognized by Shanghai talent administration authority;

    3. High-level specific professional talents hired by units involved in Shanghai Scientific & Technological Innovation Occupation list;

    4. Foreign talents with a master degree or above;

    5. Foreign talents hired by enterprises situated in Zhangjiang National Innovation Demonstration Zone, China (Shanghai) Pilot Free-trade Zone, Entrepreneurship & Innovation Demonstration Bases approved by State Council or hired by Shanghai Municipal Higher Education & Research Institutions.

    II. Formalities:

    1. Handing over the original of the valid passport and visa for examination;

    2. The original and copy of the Registration Form of Temporary Residence for Visitors (issued by the hotel or the police substation of the area where the lodging takes place);

    3. Submitting the Foreigner Visa and Residence Permit Application Form completely filled up and one recent 2-inches half-length, bareheaded and full-face photograph;

    4. Official application letter from invitation unit;

    5. Original and copy of business license and other registration certificates of the invitation unit (if the business license does not contain the unified social credit code then the organization code is also required), certificate of approval for establishment of enterprises with foreign investment or foreign investment enterprise establishment registration receipt (excluding domestic enterprises), enterprises filed could be exempted from the above documents;

    6. Submitting one of the following relevant documents in consistent with the application:

    (1) Submitting original and copy of certificates for high-level talent identification issued by relevant authorities such as the Organization Department of the Central Committee of the CPC, Ministry of Human Resources and Social Security or State Administration of Foreign Experts Affairs;

    (2) Submitting original and copy of certificates for high-level talent identification or for specific professional talent issued by Shanghai Municipal Human Resources and Social Security Bureau;

    (3) Recommendation letter for high-level specific professional talent provided by units involved in Shanghai Scientific & Technological Innovation Occupation list;

    (4) Original and copy of certificate of academic degree of master or above (exit-entry administration could request applicants to provide authentication through China Credentials Verification website if the degree was issued by domestic educational institution; if the degree was issued abroad, then it must be authenticated by China Embassies or consulates, and translated into Chinese by qualified domestic institutions);

    (5) Recommendation letter issued by administration authorities of Zhangjiang National Innovation Demonstration Zone, China (Shanghai) Pilot Free-trade Zone, Entrepreneurship & Innovation Demonstration Bases approved by State Council;

    (6) Recommendation letter from Shanghai municipal educational and research institutions.

    Note:

    1. Shanghai Scientific & Technological Innovation Occupation list could be inquired through the website of Shanghai Municipal Science and Technology Committee, Shanghai Municipal Commerce Committee, Shanghai Municipal Economy and Informatization Committee, Shanghai Municipal Human Resources and Social Security Bureau (Shanghai Municipal Foreign Experts Affairs Bureau) and Shanghai Municipal Exit-Entry Administration Bureau;

    2. If exit-entry administrative organization under public security organ, as it considers necessary, requires to interview the applicant or to demand the applicant to submit other supplementary materials, however, the applicant fails to undergo the interview or submit the materials at/during the appointed time/period, the application will be deemed as cancelled, unless force majeure;

    3. Decisions made by the exit-entry administration on rejecting applications for visa extension or reissuance, or on not issuing foreigners’ stay or residence permits or not extending the duration of residence shall be final.

    III. Business hours and location:

    Shanghai Municipality Public Security Bureau Exit-Entry Administration Bureau:

    Monday --- Saturday 9:00 – 17:00 (excluding public holidays, only documents collection in Saturday)

    IV. Time limit

    Within 7 working days if application documents are complete.
