Policy Measures for Supporting High-quality Growth of the Ecologically-Friendly and Integrated Development Demonstration Area 

in the Yangtze River Delta

  

The ecologically-friendly and integrated development demonstration area in the Yangtze River Delta is the first step and a breakthrough in implementing the strategy of integrated development of the Yangtze River Delta. With a view to implementing Outline of the Integrated Regional Development Plan for the Yangtze River Delta, and Overall Plan for an Ecologically-Friendly and Integrated Development Demonstration Area in the Yangtze River Delta, and supporting the Ecologically-Friendly and Integrated Development Demonstration Area in the Yangtze River Delta (hereinafter referred to as the demonstration area) to make bold attempts and autonomous reforms, to move faster to form policy synergies in the aspects of reform integration, funding, project arrangement, and resource allocation, and to take the lead in transforming ecological advantages into advantages in social and economic development, and in exploring system innovation in developing the regional project collaboration into regional integration, the following policy measures for high-quality development of the demonstration area are formulated:

1. Promoting the sharing and common use of major reform system integration and trial reform experience. With regard to the measures for fully deepening the reform defined by the Central Party Committee since the 18th CPC National Congress, if such measures can be tried out locally, the demonstration area shall be supported to implement them intensively, take the lead in making breakthroughs, and achieve system integration. The achievements of demonstrative reforms and innovation trials implemented by the two provinces and the municipality may all be popularized and shared in the demonstration area. (Units responsible: all relevant departments and units of the two provinces and the municipality) 

2. Granting the relevant administrative power to the Executive Committee of the Demonstration Area. The Executive Committee shall be granted the power of administering provincial-level projects, administering cross-regional projects in a unified manner, and administering the examination, approval and filing of the cross-regional investment projects within the start-up zone, except those otherwise provided for by the State. The Executive Committee of the Demonstration Area, jointly with the governments of the two districts and one county, shall be granted the power of approving the regulatory planning of the start-up zone. (Units responsible: the development & reform, and planning and resources departments of the two provinces and the municipality)

3. Increasing financial support. The two provinces and the municipality shall jointly fund the establishment of a special financial fund for the start-up zone of the demonstration area (with the accumulative fund for three years being no less than 10 billion yuan), used for the construction and development of the start-up zone and related operation guarantee. On that basis, the two provinces and the municipality shall strengthen financial support for the demonstration area (with the specific measures to be formulated by the two provinces and the municipality), strive to obtain financial support from the central special transfer payment, the local government bond, etc., and obtain joint fund from the central finance and the finance of the two provinces and the municipality to establish an investment fund for the demonstration area. (Units responsible: the financial departments of the two provinces and the municipality, and the Executive Committee of the Demonstration Area)

4. Stepping up financial innovation. Eligible capital of all kinds shall be supported to establish such financial institutions as banks, insurance, securities, fund, financial leasing corporations, finance companies, auto financing companies, and consumer finance companies. Eligible financial institutions shall be supported to set up cross-regional branches in the demonstration area, upgrade their branches in the demonstration area, deepen business innovation, and serve the development of the demonstration area. (Units responsible: the People’s Bank, and the banking and insurance regulation, securities regulation, and local financial regulation departments in the two provinces and the municipality)

5. Vigorously developing green finance. The following shall be supported in the demonstration area: development of green-credit policy, issuance of green bonds and green-assets-supporting securities, promotion of green insurance, and launch of innovative businesses such as the pledge financing of water rights, waste emission rights, energy use rights, carbon emission rights, and energy conservation and environmental protection. The national green development fund shall be effectively dovetailed, the demonstrative and leading role of the national government investment funds and projects shall be given full play, and social capital shall be encouraged to promote green development industry funds of all kinds. (Units responsible: the People’s Bank, and the banking and insurance regulation, securities regulation, finance, local financial regulation, and development & reform departments in the two provinces and the municipality)     

6. Establishing an overall administration mechanism of construction land quota. The two provinces and the municipality shall give priority to the land use quota for construction projects in the demonstration area. The land use quota for major infrastructure projects such as railways, super highways, national highways, waterways, and general airports involving regional planning shall be arranged in an overall manner above the provincial/municipal level. According to the principle of economical and centralized utilization of land, the two provinces and the municipality shall create a mechanism of construction-use land quota turnover, with the turnover cycle not more than five years at most, so as to ensure the implementation of major projects in the demonstration area. (Units responsible: the planning and resources departments of the two provinces and the municipality)    

7. Implementing the strictest farmland protection system. The comprehensive land renovation covering all factors and the whole area and featuring ecological friendliness shall be promoted, the spatial layouts of all kinds shall be perfected on the premise of a balanced total quantity, better quality, and improved structure of farmland, and priority shall be given to the application for inclusion of the demonstration area’s whole-area renovation projects in the national pilot projects. The pilot adjustment of the permanent basic farmland planning shall be carried out, by adjusting the layout of the fragmentary permanent basic farmland plots within the urban development boundaries and the ecological red lines--plots which are defined in the national land spatial planning for the demonstration area. Where the site selection for an eligible major construction project really can’t avoid permanent basic farmland, a land use-and-compensation plan shall be made according to the land use scale of the project, and the compensation land shall be implemented within the permanent farmland reservation zone (pool). Where the construction of major and urgently-needed infrastructure projects such as inter-provincial dead-end highways or ecological rectification projects occupies farmland or forest land, the two provinces and the municipality shall, on the basis of perfecting the balanced administration of land use and compensation, explore the establishment of a mechanism of committed land compensation. (Units responsible: the planning and resources departments of the two provinces and the municipality)    

8. Raising the efficacy of land resource allocation. The mixed layout of land use and the sharing of spatial facilities for the mutually-beneficial functions and purposes of industries, warehouses, research and development institutes, offices and commercial premises shall be encouraged, and the mixed functions of public service facilities and municipal infrastructural facilities shall be enhanced. The village land use layout shall be adjusted and optimized, and farmers shall be encouraged to live in a centralized manner by means of moving within the village, cross-village integration, and relocation in a city or town. The comprehensive utilization of land for both agricultural production and village development shall be encouraged to promote the in-depth integration of agriculture with such industries as tourism, culture, education and health.     

9. Accelerating the construction of new-generation information infrastructure. Telecommunications and broadcast network operators shall be encouraged to accelerate the cross-regional joint construction and sharing of such new-generation information infrastructures as 5G and gigabit fiber, and innovation of cross-domain telecommunications business models shall be explored. Extensive deployment of IPv6 shall be vigorously pushed forward, the layouts of Internet data centers and the edge data centers in the demonstration area shall be planned in an overall manner, and the basic support and service capacity for new-generation information technology such as cloud computing, the Internet of Things, and block chain shall be strengthened. Key industries and important enterprises in the demonstration area shall be supported and guided to build industrial Internet identification resolution Level 2 and identification resolution enterprise nodes. Such applications as digital manufacturing, quantum communications, intelligent transportation and future community shall be promoted, and the construction of the “urban brain” shall be accelerated. (Units responsible: the industry and informatization, telecommunications administration and big data administrative departments of the two provinces and the municipality)    

10. Shaping a pilot zone for coordinated education development. Efforts shall be made for high-level universities to establish branch campuses, affiliated universities and research institutes and provide their superior disciplines and majors in the demonstration area. High-quality educational groups shall be supported to run or jointly run schools in the demonstration area, and support shall be given to institutions of higher learning, middle schools and primary schools located in the demonstration area to guarantee their running conditions and operation. The development of vocational education highlands shall be supported, high-level vocational colleges shall be built in consideration of the industrial characteristics of the demonstration area, and a production and teaching integration demonstration zone shall be constructed. Trial reforms shall be carried out to explore the training modes of “secondary vocational school and higher vocational college integration” and “secondary vocational school and university integration” in cross-provincial vocational education. The existing resources shall be relied on to establish an integrated teacher training center of the Yangtze River Delta. (Units responsible: the education departments of the two provinces and the municipality)

11. Pressing ahead with the sharing of continuing education resources. The mutual recognition of school hours (points) and certificates of continuing learning shall be practiced in the demonstration area. In the training programs for provincial-level professional and technical personnel to update their knowledge, the former regional restrictions on the trainees may be lifted.   With focus on key industries in the demonstration area, continuing education bases for professional and technical personnel and cultivation bases for high-skilled talents shall be jointly constructed, and application for establishment of a national base shall be made actively. (Units responsible: the education, and the human resources and social security departments of the two provinces and the municipality)

12. Optimizing the allocation of medical resources. Medical and health resources in the area shall be integrated, and public emergency response and joint epidemic prevention and control shall be implemented to handle public health emergencies effectively. Provincial/city-level Grade A Class 3 hospitals shall be encouraged to establish branches or characteristic special departments in the demonstration area, and to create a mechanism of pairing support for hospitals in the demonstration area, and a medical training integrated platform of the Yangtze River Delta shall be set up. Hospitals in the demonstration area that meet the standards shall be supported to strive for the title of Grade A Class 3 Hospital. Overseas medical institutions and overseas doctors shall be supported to run hospitals or practice medicine in the demonstration area. Mutual recognition of video materials and examination reports of the hospitals shall be widely adopted. (Units responsible: the health departments of the two provinces and the municipality)   

13. Exploring how to promote the medical insurance directory and medical insurance service integration. Importance shall be attached to breaking regional restrictions in the demonstration area, with focus on forging ahead with mutual complementation of medical resources, mutual sharing of medical insurance information, mutual recognition of medical insurance standards and services, and joint supervision and inspection. The mechanism for remote medical-insurance settlement shall be perfected to realize direct settlement of remote outpatient and inpatient medical service fees throughout the demonstration area. (Units responsible: the health security departments of the two provinces and the municipality)    

14. Promoting cooperative development of culture, tourism and sports. An intelligent tourism platform covering the whole demonstration area shall be jointly created, an ecological and cultural tourism circle featuring the ancient water towns south of the Yangtze River shall be jointly built, and a State-level whole-area tourism demonstration area shall be established. Existing sports events shall be upgraded to become better known, more higher-level sports events shall be attracted to the demonstration area, and construction of State-level towns featuring sports and leisure shall be advanced. Archaeological research and cultural heritage protection shall be jointly carried out, and joint application for the ancient water towns south of the Yangtze River to be included on the list of world heritage shall be actively pushed ahead. The all-purpose card, integrated online platform, one-stop, and integration for urban reading, joint culture exhibitions, cultural training, sports and leisure, and tourism shall all be realized in the demonstration area. (Units responsible: the culture and tourism, and sports departments of the two provinces and the municipality)                                            

15. Optimizing the allocation of public resources. Information sharing and resource integration among the public resource trading platforms shall be promoted in the demonstration area, so as to advance the interconnection of the trading sites for such environmental rights as the pollutants emission right, water use right, carbon emission right, and energy use right. (Units responsible: the development & reform departments of the two provinces and the municipality)   

16. Exploring a sci-tech innovation integrated development and incentive mechanism. Free use and conversion to cash of the sci-tech innovation vouchers shall be promoted throughout the demonstration area, and relevant regions shall be encouraged to establish a cross-regional settlement mechanism for sci-tech innovation vouchers’ funds. With regard to the technologies with a clear aim that are commonly needed by enterprises within the demonstration area, an open competition mechanism to select the best candidates for the start and organizing of the scientific research projects shall be explored. Enterprises within the demonstration area shall be supported to apply for projects of the three provinces and the municipality to achieve breakthroughs in science and technologies, and project-driven integrated development shall be fostered. The social organizations of the science and technology category in the fields of natural science and engineering technology may directly apply to the civil affairs departments for registration. (Units responsible: the departments of science and technology, and civil affairs of the two provinces and the municipality)  

17. Unifying the certification criteria of the relevant professional examinations and the criteria for professional title evaluation. A unified certification criterion and certificate format shall be implemented for professional certification examinations for Grade 2 constructors, Grade 2 certified metrologists, Grade 2 cost engineers, and junior registered safety engineers. The persons who pass the examinations shall be allowed to be registered practitioners across the regions. Such restrictions as household registration, place of residence, identity, archives, and organizational affiliation shall be further broken, in some professional fields unified evaluation criteria and methods shall be explored, and mutual recognition of standardized training certificates of clinical resident physicians shall be advocated. The working experience in the demonstration area shall be recognized as grass-roots working experience for such professionals as doctors and teachers in their professional title evaluation. (Units responsible: the human resources and social security departments of the two provinces and the municipality)

18. Advancing mutual recognition of the professional qualifications and vocational skill levels. The professional qualification certificate of those who have been assessed and employed for a professional and technical post according to state provisions does not need be rechecked or changed for a new one if they are engaged, across regions within the demonstration area, in work that is the same as or similar to their original professional and technical post. As for those who have obtained professional qualification certificates or vocational skill level certificates according to state provisions and are employed in the demonstration area, no reassessment of their skill levels is required. (Units responsible: the human resources and social security departments of the two provinces and the municipality)    

19. Perfecting the system of attracting overseas talents. Establishment of the One-stop Window for Foreigners’ Work and Residence shall be supported in the demonstration area, so as to facilitate foreigners’ exit and entry and residence. With regard to foreign talents in the high-tech field, foreign talents with special skills, and foreign talents employed by units that comply with the industrial development direction of the demonstration area, if they plan to work on a long-term basis there, the restrictions on age, education and work experience shall be appropriately loosened, and the work permit for over two years may be granted at one time if the conditions are met. (Units responsible: the departments of science and technology, and human resources and social security of the two provinces and the municipality)

20. Optimizing the mechanism of service for enterprises’ free relocation. Where an enterprise in the Yangtze River Delta with a Grade A or B taxation credit needs to change its taxation organ due to the relocation of its domicile or business site across cities or provinces within the demonstration area, the taxation organ of the exit place shall handle the relocation formalities for the enterprise that meets the conditions, and pass that enterprise’s relevant information to the taxation organ of the entry place on a real-time basis, which shall then handle the reception procedures automatically, and the enterprise’s existing qualification information such as taxation credit rating and the rights and interests information such as the end-of-the-VAT-period retained tax amount to be deducted later may be kept. (Units responsible: the taxation departments of the two provinces and the municipality)

21. Innovating the supervision and service mode of the medical industry. The import flow of reference medicine used for global collaborative research in bio-medicine shall be optimized, the introduction of a market-based insurance mechanism shall be explored, and the supervision efficacy in such fields as the medical industry shall be raised. The applicants for medical apparatus registration in the demonstration area shall be allowed to entrust manufacturers in the Yangtze River Delta to manufacture such apparatuses. (Units responsible: the medical products administrative departments of the two provinces and the municipality)

22. Strengthening organizational support. All relevant units of the two provinces and the municipality shall further raise their political awareness, strengthen organizing and coordination, and formulate work plans according to these Policy Measures, so as to ensure all the measures are put in place and substantial results are achieved. The two districts and one county shall assume the principal responsibility, and take the initiative to study how to establish working mechanisms for a rational industrial layout, orderly attraction of businesses, and complementary development. The Executive Committee of the Demonstration Area shall earnestly assume the duties of overall coordination, resource allocation, and innovation and execution of integration systems, do well in such work as policy research, information exchange, inspection and evaluation, and information submission, know the implementation of various policies, and report major circumstances to the two provinces and the municipality in a timely manner. The two provinces and the municipality shall implement measures of performance evaluation and government-performance examination-measures that demonstrate the new concept of development and differ from measures of other cities and counties. (Units responsible: all relevant departments of the two provinces and the municipality)

These Policy Measures shall be effective as of July 1, 2020.
