Outline for Developing Shanghai as a World-known Sport City

  

With a view to thoroughly implementing the decisions and plans of the Central Committee of the Party and the State Council on the development of a strong sport nation, fully implementing the Outline for the Development of a Strong Sports Nation, and speeding up the development of Shanghai as a world-known sports city, this Outline is formulated.

I.Guiding Ideology

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, Shanghai will fully implement the guiding principles of the Party's 19^th National Congress and the second, third, and fourth plenary sessions of its 19^th Central Committee. Shanghai will conscientiously carry out the philosophy that “the people's city is built by the people and for the people”, remain people-oriented, focus on reform and innovation, administrate sport activities in accordance with laws, and pursue integrated development. Shanghai will further promote the integration of national fitness and national health, better integrate the government and the market, improve the quality and effectiveness of the development of sports, and speed up the modernization of the sports governance system and capability so that it can better serve the development of a strong sports nation.

II. Development Goals

By 2025, Shanghai will basically become a world-known sports city. Sports in Shanghai will achieve high-quality development in all fields and aspects, ranking steadily among the top in the country. After citizens participate in sports, their sense of achievement and happiness will increase significantly. The comprehensive strength and international influence of Shanghai’s sports will grow remarkably. The nationwide fitness campaigns will become more popular, with more than 45% of the population frequently participating in physical exercises, and the per-capita sports area reaching approximately 2.6 m2. The city’s ability for competitive sports will continue to be enhanced, and its athletes will contribute more to the State in international sporting events. Shanghai will basically become a capital of international sporting events, and the scale of its sports industry will double that in 2020. By then, sports will be an important symbol demonstrating the socialist core values and the spirit of Shanghai city.

By 2035, Shanghai will develop into a higher-level world-known sports city. Its sports governance system and capability will be modernized, and its sports will develop into the front ranks of the world. Sports public services will be standard, fair and intelligent in all respects. Sports will become part of citizens’ routine lives and fashion, with the per capita sports area amounting to approximately reach 3.0 m2, every 10,000 citizens having 35 sports clubs, more than 97% of the urban and rural residents reaching the standards for Measuring the Nationals’ physique, Shanghai’s comprehensive strength in competitive sports and its contributions to the State will continue to increase. Vocational sports and professional sports will progress at the same time, and outstanding athletes with international influence will emerge. The physical literacy of teenagers will improve significantly, and their health will be enhanced remarkably. The sports industry will be one of the pillar industries of the national economy, and Shanghai will develop into an international center for sport resource allocation. It will host top sporting events and global exhibitions, and famous sports institutes, influential sports clubs and great sports research centers will be located in Shanghai. The city’s sports culture will have more power for worldwide dissemination, greater influence and more say in the world. The scale effects of sports culture brands, works and centers will be magnified. The sports departments of universities and colleges in this Municipality will rank among the top 50 sports-related subjects in ARWU (Academic Ranking of World Universities).

By 2050, Shanghai will have completed the building of a world-known sports city, with the development structure of "one city, one capital and four centers". The physical quality and health of the citizens, as well as the overall strength and international influence of the sports of this Municipality will be in the front ranks of the world, which will be conducive for Shanghai to complete the building of a modern and international socialist city with global influence and will make contributions to the completion of the building of a strong modern socialist sports nation.

III.Major Tasks

1.Building a vigorous city where all citizens participate in exercise and stay healthy,

Physical quality and health literacy of the citizens lay the foundation of the national security and a strong nation, and physical health is a prerequisite for personal growth and a happy life. With the fundamental policy of "promoting physical culture and building up the people's health", Shanghai will provide a friendly sporting environment for citizens, improve the quality and efficiency of public fitness services and promote international exchanges and cooperation in the field of fitness. By doing physical exercise, citizens can enjoy health so that the whole city can have more vigor and vitality.

Shanghai will provide more accessible sports space of high quality. It will strengthen multiple intensive land use, and integrate public service facilities and resources in communities, involving culture, education, sports, medicine and senior citizen care, so that facilities and resources are within 15 minutes’ walk of each community. The city will increase the supply of fitness facilities in various venues such as commercial buildings, industrial parks, parks and green fields and small public squares. Fitness facilities in rural areas will be reasonably arranged. Shanghai will build an urban green-way system by taking into consideration urban ecological zones such as “double ecological rings” and “nine ecological corridors” as well as mass sports events such as marathons and cycling races. Marginal places such as open space, idle plants, warehouses, basements and roofs, will be transformed into varied accessible fitness space, according to the local reality. More public stadiums and schools sports facilities will be open to the public. Public fitness space will be more comfortable, by improving sporting facilities such as accessible facilities, rest areas and intelligent information services and increasing the utilization frequency of sports facilities and resources.

Shanghai will advocate the modern lifestyle of daily fitness. It will renew the philosophy of "life lies in motion". Sports and physical exercise will be an important part of citizens' healthy life, and the climate in which fitness is trendy will be created. The physical education for students will be improved. Students’ interest in fitness will be developed since childhood, and they will have a habit of physical exercise and make fitness a lifestyle. Public awareness about fitness will be increased. The new trend of "show your fitness" and "show your health" will be promoted, and citizens will be encouraged to show themselves during physical exercises. The city will implement adolescents’ physical activity plans, organize physical exercises among staffs, instruct elder citizens to do exercises in a scientific way, support the development of the sports for the disabled, and promote the sustainable development of national fitness for all demographics and all citizens.

Shanghai will develop citizens' health literacy so that everyone knows how to exercise. It will build up sports and fitness organizations around the city and citizens to offer them professional fitness guidance. It will deepen the integration of physical exercise, medicine and elder citizens care, promote a proactive health management model, and instruct citizens to eat healthy food, take correct exercise, prevent chronic diseases and undergo the preventive treatment of disease. Shanghai will improve the delivery mechanism of sports public services so that more customized, targeted and intelligent sports public services can be accessible to citizens in communities, industrial parks, schools and enterprises. The city will regularly provide the public services of physical quality monitoring and health assessment, update the database of quality monitoring and formulate customized workout plans for citizens. School physical education will be implemented so that teenagers can improve their sports literacy and master at least two sports skills.

2.Building a world-class capital of international sporting events

Sporting events are critical for the building of a world-known sports city. Shanghai will focus on the quality of sporting events, optimize event arrangement, improve audience experience and expand event participation. It will magnify the effect of sporting events and leverage unique roles of sporting events in upgrading the city image, driving the development of industries and arousing citizens' passion. The city will speed up the building of a world-class international capital of sporting events.

More influential international top-level sporting events of higher quality will be hosted in Shanghai. Shanghai will successfully host international top-level sporting events such as the Formula 1 Chinese Grand Prix and the FIFA Club World Cup, strengthen the comprehensive evaluation of events and continue to make events more professional, high-profile and contributive. We will continue to introduce significant international events which are suitable for Shanghai’s urban characteristics, popular among the citizens, and required by them, and energetically enhance the international influence of Shanghai’s own brand events, so that the citizens will have more opportunities to watch excellent international events at close quarters.  By using big data, cloud broadcasting, VR and AR and other technologies, Shanghai will show the charm of events in all links such as event hosting, event participation and event watching, and provide more high-quality experience for athletes and spectators. The city will actively make full use of the value of top-level events, continue to magnify the comprehensive effects of events, give full play to the role of the events in promoting catering, accommodation, tourism, exhibitions, culture and creativity, vocational sports, professional sports, mass sporting events, etc. By bringing into full play their respective comparative advantages, the three provinces of Jiangzu, Zhejiang and Anhui and Shanghai municipality in the Yangtze River Delta will jointly bid for and host top-level international multi-sports events and single-sport events.

Shanghai will host mass sports events every day which are accessible to all citizens. By means of mass sports events such as the citizens sports meetings and the city amateur association matches, Shanghai will focus on developing its advantageous sporting events such as diving, table tennis, shooting, cycling, synchronized swimming, fencing, gymnastics, archery, modern pentathlon, badminton, etc., and encourage the hosting of traditional sports events such as intellectual sports, martial arts, health qigong, dragon boat race, dragon dance, lion dance, Jiuzi, gateball, Shanghai-style yangko, etc., actively organize popular sporting events such as baseball, softball, tennis, karate, rock-climbing, sailing, street dance, roller skating, skateboarding, skating, cross-country city skiing, etc. Shanghai will improve the system of adolescent sports events, increase the influence of local adolescent sports events and continue to build up the network of local brand sports events. It will promote collaboration of the citizen fitness events in the Yangtze River Delta and create original brand events with the regional features of the Delta.

Shanghai will develop professional sporting events which are highly-competitive and popular in the market. It will continue to enhance the integration of government regulation and market system and promote the socialization and professionalization of competitive sports. Athletes of the city will rank among the top in domestic events and make more contributions to the State in international events. Shanghai’s arrangement of competitive sports will be improved so as to develop a pattern in which the city’s dominant Olympic sports and major traditional sports will be stronger, and team ball sports and sports with the city’s characteristics will be more special. Shanghai will develop professional sports clubs and leagues, improve the club management system and enhance collaboration among the clubs in the Delta. It will boost high-quality development of professional clubs of football, basketball and volleyball, build century-old clubs and increase their international influence. The municipal government will invest more funds and innovate the subsidy methods to support sports that are highly market-oriented and have a good foundation, such as cycling, table tennis, badminton, swimming, racing, tennis, baseball, rugby, triathlon, e-sports and boxing, so that they can establish professional clubs, host professional events, invigorate the market of professional league matches, and develop quality products of professional sports with Shanghai characteristics.

3.Building an international center for sports resource allocation

A world-known sports city must have high efficiency in resource allocation. Shanghai will strive to pool and distribute resources such as sports talents, stadiums, organizations and exhibitions, guide commercial capital to flow into the “ocean” of expanding the sports industry, and sharpen Shanghai’s competitive edge in sports.

Shanghai will make efforts to cultivate top sports talents. It will innovate the system of discovering sports talents, strengthen and diversify the selection, cultivation and transfer of talents and expand the path for athlete development. By combining the integration of physical education and general education and the cultivation of reserve talents, The city will discover more outstanding athletes from schools. Through adolescent sports events, it will build up a sports talent database for gifted reserve talents. Moreover, it will improve the incentive polices for outstanding athletes and coaches to attract the world's top sports talents to engage in the development of Shanghai’s competitive sports so that Shanghai will become a competitive sports talent center under the international cooperation. It will utilize and release the economic and social value of outstanding sports talents, foster internationally influential sports stars, and support well-known sports figures to join international sports organizations.  In addition, it will cultivate and introduce top-level talents in such fields as sports science, sports medicine, sports management, sports agency and events management.

Shanghai will increase the supply in the sports factor market. It will make plans for building more large stadiums qualified for top-level international events, revitalize stadium resources, accelerate the reform of separating the ownership of public stadiums from the right to their operation, enhance the event cultural attributes of stadiums and establish a number of urban landmarks. The city will speed up the agglomeration of the sports industry and build up a number of national sports industry model bases which have significant comprehensive benefits. It will continue to innovate the sports financial service and encourage the development of the sports industry investment fund. Also, it will attract more international sports organizations and the headquarters of multinational sports companies to settle in Shanghai, and increase its say in international sports rules, systems, standards, etc.

The resource trading platform will grow stronger and larger. The city will support the Shanghai United Assets and Equity Exchange to establish a sport resource trading platform, which broadly incorporates the assets and equity of sports resources that are qualified for trading and have market value, thus stimulating the trading transfers and derivative innovation, and it will regularly publish the index of sports resource flow and trading. Intangible assets in the sports system will be included in the public resource trading platform to be fairly traded. By giving full play to the institutional advantage of Lin-gang Special Area, which is permitted to experiment with new systems, Shanghai will explore new models of sports trading, expand the trading of tangible items and equities, so that Shanghai will become an international trading center for sports equipment and high-end intelligent manufacturing equipment.

Shanghai will deepen the integration of sports in the Yangtze River Delta. It will explore the path of integrated development of the regional sports, and urge regions in the Delta to coordinate their plans, launch policy collaboration, and jointly promote projects. Through event co-hosting, industrial collaboration, resource sharing and platform co-establishment, Shanghai will achieve significant high-level results of collaboration, which will play an exemplary role. It will further the development of sport leagues in the Delta, strengthen sports exchanges among cities, promote integrated development of culture, tourism, sports and health there, build a national pacesetter of high-quality sports development and an exemplary zone of regional sports integrated development, and enhance the sports competitiveness of the Delta.

4.Building a world-leading sports science and technology innovation center

Science and technology are powerful driving forces for sports to achieve higher quality development. Shanghai will increase investment in sports science and technology, and promote the application of the scientific and technological infrastructure system and the innovative factor in the field of sports, so that national fitness campaigns will benefit more people, the athlete performance in competitive sports will be better, and the quality of the sports industry will improve. Scientific innovations will support the building of Shanghai’s sports brands.

Shanghai will promote the smart connectivity of stadiums. By using the results of the integration of industry, teaching and research, it will speed up the smart renovation and upgrading of national fitness sites and facilities and promote the in-depth application of new technologies such as the Internet of Things and data center, so that they can provide citizens with a more smart, comfortable and scientific sports experience, By fully utilizing the database of national fitness public service, Shanghai will accurately understand the fitness needs of its citizens so that the supply and demand of national fitness public service will match better. With the help of relevant sports data middle platforms, Shanghai will deeply analyze the data, develop index data products, and provide statistics for the decision-making of the sports department, etc.

Shanghai will strengthen scientific and technological support for sports training. It will try its best to build strong competitive sports research centers and sport rehabilitation centers by increasing the investment in science and technology, conducting research to solve more scientific and technological problems, and improving the scientific and technological services. Shanghai will build an interdisciplinary scientific research and medicine team to provide athletes with supports such as physiological status monitoring, injury prevention and treatment, sports nutrition and tactical analysis. It will also develop a scientific and smart training system, build smart training venues, promote wearable smart devices in daily training, and provide athletes with real-time, precise and customized guidance and services. With the advantages of Shanghai’s development of a scientific innovation center, the city will build a sports sci-tech synergetic innovation platform which is inter-disciplinary and cross-departmental, and allows sci-tech innovation  to play a more important role in the upgrading of competitive sports.

Shanghai will stimulate the innovation and development of smart sports. It will invite the R&D headquarters of sports companies to settle in Shanghai, encourage sports companies, universities and research institutes to jointly establish R&D and manufacturing centers for sporting goods, guide companies to develop high-tech sporting goods with their independent intellectual property. Shanghai will develop the sports industries of smart manufacturing and new materials, and support the R&D and manufacturing of wearable smart devices. It will cultivate new forms of business such as digital sports and smart media, support new services such as online training and online sports events, promote the integrated development of smart sports, social networks, fitness, recreation and rehabilitation care, and introduce new production methods, service methods and business models.

5.Building a world-known sports consumption center

Consumption is an important support for the building of a world-known sports city. Shanghai will focus on the innovation and upgrading of sports consumption, improve the experience of sports consumption, lead the trend of sports consumption and speed up the building of a world-known sports consumption center.

In Shanghai, more fashionable, distinctive and quality choices will be offered to consumers. It will promote the industrialization of consumption-stimulating sports such as football, basketball, volleyball, road race, skating, skiing, fencing, equestrianism, sailing and e-sports, and explore new areas of sports consumption. The city will promote the gradient development of the main part of the sports market, cultivate large-scale sports industry groups with outstanding main businesses and international competitiveness, incubate unicorn companies with strong innovation capabilities and high integration, and support various flexible medium, small and micro companies with great market potential. Moreover, Shanghai will support outstanding athletes to create their own sporting goods brands, promote the innovation and upgrading of national sports brands, and speed up the development of high-end sporting goods brands so that citizens can enjoy more professional and distinctive sporting goods of high quality.

Shanghai will develop more comfortable, integrated and smart consumption scenarios. It will promote the innovation and upgrading of consumption scenarios such as sports towns, sports theme parks and sports industry clusters by means of improving facilities, adding experience functions and embedding elements such as culture, tourism and science. The city will try to optimize the product supplies by professional clubs, sporting games and sports service complexes, and develop complex consumption scenarios that integrate cultural communication, tourism promotion, souvenir release, events watching, accommodations, catering, sports, social intercourse and themed activities. Shanghai will accelerate the construction of new sports infrastructure projects involving artificial intelligence, the Internet of Things, etc., promote the development of new forms and models of business such as night sports, holiday sports, RV camping, professional second-hand sporting and fitness equipment trading, and sporting goods rental.

Shanghai will create a more trustworthy and comfortable consumption environment. Making the best use of platforms and channels such as television, broadcasting and new media, the city will foster citizens’ sports consumption stickiness. It will support various districts to introduce  a mechanism of guiding new sports consumption, optimize the policies on the promotion of sports consumption, and, by means of such activities as the National Fitness Day, large-scale sporting events, shopping festivals and tourism festivals, stimulate sports financial-technology innovations and fully release citizens' sports consumption demand and arouse their sports consumption passion. Shanghai will strive to perfect the system of sports statistics and monitoring, follow the developments of sports consumption and industry development, and precisely direct sports consumption and investment. The city will strengthen comprehensive regulation on the sports consumption market and create a standard and orderly market environment.

6.Building of a more world-influential sports culture center

Sports culture is an important part of "Shanghai Culture" brand building. Shanghai will maintain its confidence in sports culture, manifest a brilliant sports culture, display the unique quality of the city and incorporate the sports culture into the character of the city.

Shanghai will develop the sports culture. It will uphold the Olympic spirit, the Chinese sports spirit and the Shanghai city spirit, and create a distinctive Shanghai-style sports culture featured with wining glory for the country, pioneering, innovation, and integration between Chinese and foreign cultures. Shanghai will broadly promote the sports culture, tell Shanghai's stories about sports, guide citizens to foster a positive, optimistic, independent and confident life attitude, and create a climate in which the whole society loves sports and enjoys physical exercises. Shanghai will fully discover the multiple values of physical education, cultivate teenagers’ sportsmanship and help them strengthen their willpower, develop their personality and grow up healthily.

Shanghai will invigorate its sports culture. By pooling sports-culture resources such as facilities, historical materials, images, figures and stories, the city will establish sports culture centers which can show both the history of sports culture and the modern sportsmanship. Shanghai will protect and pass down such sports culture elements as intangible sports cultural heritage and excellent traditional sports. It will also create local sports intellectual property brands and support these brands to “go global”. It will carry out projects of high-quality sports films, television, culture and publication to provide more quality sports cultural works. It will reinforce the development of sports culture by holding more sports cultural activities that integrate events, cultural exhibitions, interactions with sports stars, , cultural forums, etc.

Shanghai’s sports culture will go global. It will strengthen sports exchanges and promote the sports cultural communication. It will also establish an international sports exchanges league whose members will mainly be Shanghai's sister cities, and promote sports exchanges with Hong Kong, Macao and Taiwan. Shanghai will improve functions commensurate with a world-known sports city such as hosting of international conferences and forums, information exchanges, and inheritance of Olympic culture and spirit, in order to transform Shanghai into an important international sports city.

IV.Guarantee Measures

1.Shanghai will strengthen the organizational leadership. It will uphold the Party's leadership over the sports work, and implement the Party's polices, decisions and plans of the ports work. Governments at all levels will further clarify and execute their responsibilities, and improve the sports development work mechanism organized by the sports department, coordinated and cooperated by multiple government departments, and jointly participated in by social forces, so as to implement the national fitness strategy and the Olympic glory strategy, promote the implementation of major sports development tasks, and ensure the goals of a world-known sports city can be achieved as scheduled.

2.Shanghai will make headway in reform and innovation. It will deepen the sports reform across the broad and advance the modernization of the system and capability of sports administration. It will correctly perform the government functions and strengthen the regulation on sports events and sports market operations during and after an event. It will also speed up the establishment of an industry credit system covering sports organizations, sports companies and practitioners, advocate operation integrity and standard service and call for self-discipline of the industry.

3.Shanghai will encourage the participation of society. It will bring social forces into full play so that they can engage in the establishment, management and operation of sports facilities, event hosting and sports talents cultivation. The city will create a flexible and efficient system of sports development in which the regulators and the operators are separated. It will make headway in the reform of sports social organizations so that they will be social, tangible, professional, international and standard. In addition, it will delegate to sports social organizations the functions that can be performed by society and self-administered by the industry associations, and allow sports social organizations to play their role in social management and public services.

4.Shanghai will carry out supportive policies. It will improve the public financial investment mechanism for sports, increase support for key areas, weak links and important areas, and undertake better assessment of the use of financial funds. The city will fully implement the State's tax policy for supporting sports development, and undertake better assessment and conduct more thorough oversight and inspection on the policy implementation. It will include citizen fitness fields and facilities into the economic and social development plans of the governments at all levels and the land and space plans at all levels, consider demands for citizen fitness fields and facilities as well as sports lands, and establish the construction standard and the assessment system for citizen fitness fields and facilities. Shanghai will improve the construction land standard, and will guarantee the land for important public-benefiting sports facilities as well as facilities and projects of the sports industry so long as it is permitted by the national land policy. Insurance companies will be guided to develop varied products based on the features of sports and the physical conditions of different age-groups.

5.Shanghai will strength the administration of sports activities in accordance with law. Shanghai will conduct more legislative and policy researches on sports to improve the system of sports policies. The system and standards of sports statistics will be perfected to provide basis for scientific decision-making. The establishment of local standards, association standards and company standards will be sped up to build a fairly complete standard system. Shanghai will strengthen the rule of law in the field of sports, improve the work style of the sports industry, intensify the law enforcement relevant to sports, and establish a multi-channel sports dispute settlement mechanism. Last but not least, Shanghai will launch more vigorous ad hoc campaigns targeting sports practices, and sports disciplines, and doping control.
