Attention: All District People's Governments, and All Commissions, Offices and Bureaus of the Municipal People’s Government:

We hereby issue to you the Procedures of Shanghai Municipality on Application of Introduced Talents for Household Registration of Shanghai Municipality and you are required to implement them conscientiously.

Procedures of Shanghai Municipality on Application of Introduced Talents for Household Registration of Shanghai Municipality

Article 1 (Purposes)

With a view to improving the performance of talent in the high quality development of society and economy of Shanghai in a new era, perfecting the policy system of talent introduction consistent with the development of society and economy of Shanghai, these Procedures are formulated in accordance with relevant laws and rules and with the Opinions of Shanghai Municipality on Implementing the Strategy of Talent-Oriented Development in a New Era promulgated by the Municipal Party Committee and the Municipal People's Government.

Article 2 (Guiding Principles)

The introduction of talents shall be oriented to the direction of urban development, the strategy of Shanghai serving the country, and the aims of construction of “five centers” and “four brands”, and shall concentrate on major industry and area, and research filed of basic science. Requirements and classifications of the introduced talents shall be specified. Transparency of policy, unification of requirements, standardization of procedures and convenience of application shall be emphasized.

Article 3 (Scope of Application)

These Procedures shall be applicable to domestic quality talent who is in urgent need and introduced by registered employer within the administrative areas of Shanghai Municipality.

Article 4 (Administrative Departments)

The Municipal Bureau of Human Resources and Social Security shall be in charge of the routine procedure for the household registration application by introduced talents.

The Municipal Department of Public Security shall be in charge of the transfer of household registration.

The Municipal Departments of Science and Technology, Education, Health, Housing Management, Taxation, Commerce, etc. shall be in charge of administration within the scope of respective duty.

Article 5 (Application Requirements)

Where the talent introduced by the employer has a stable work in Shanghai Municipality, participates in social insurance in accordance with laws, and fulfills one of the following requirements may apply for the household registration of Shanghai Municipality:

1.High-Level Talents

(1) Where the applicant is a technical or administrative personnel with a Doctor’s degree, or with the qualifications for senior professional title;

(2) Where the applicant receives commendation on the provincial/ ministerial or above level;

(3) Where the applicant is a candidate of talent development program on the provincial/ ministerial or above level;

(4) Where the applicant is a director or core member of National Major Science and Technology Program, National Major Research and Development Program or Municipal Major Science and Technology Program.

2. Talents in Urgent Need by a Major Institution

(5) Where the applicant of such institution is a personnel with a Master’s degree;

(6) Where the applicant is a member of core business with a Bachelor’s degree such as technical personnel, administrative personnel, or core member of an innovation team;

(7) Where the applicant of such institution is a highly-skilled person that has been given a national second-grade professional qualification certificate or a certificate on technical grade (technician) and who is badly and urgently needed by a key institution.

The major institution hereof refers to the employer recommended by major industry, administrative department of major area and basic science research, or major area of Shanghai Municipality. The list of major institution shall be managed and adjusted dynamically.

3.Skilled Talents

(8) Where the applicant is a skilled personnel awarded with honors such as China Skills Award, title of National Technical Expert, Special Allowance of the State Council, or World Skills Award;

(9) Where the applicant is a skilled technical personnel with a national first-grade professional qualification certificate or a certificate on technical grade (senior technician);

(10) Where the applicant is a skilled technical personnel with a national second-grade  professional qualification certificate or a certificate on technical grade (technician), and is awarded with honors of skill competition on the provincial/state level or above.

4.Talents for Innovation and Entrepreneurship

(11) Where the applicant is a talent for entrepreneurship and the core member of such team that obtains a certain scale of venture capital;

(12) Where the applicant is a talent of intermediary service for innovation and  entrepreneurship and the core member of such team that achieves remarkable performance withstanding the test of market in Shanghai Municipality;

(13) Where the applicant is a talent for venture capital management and operation and the core member of such team that obtains a certain scale of venture capital and achieves remarkable performance withstanding the test of market in Shanghai Municipality;

(14) Where the applicant is a scientific and technical talent of an enterprise which achieves a certain level of market value;

(15) Where the applicant is a talent for entrepreneurship with remarkable performance in business operation.

5. Professional and Other Special Talents

(16) Where the applicant is a professional talent in urgent need by shipping, art and culture, sports, traditional medicine, agricultural technology or other special industry of Shanghai Municipality;

(17) Where the applicant is an independent-approval talent in urgent need by district or major area of Shanghai Municipality;

(18) Other special talents in urgent need.

The administrative departments concerned of Shanghai Municipality shall adjust the major supported scope of talent introduction consistent with the social and economic development of Shanghai Municipality .

Article 6 (Application Materials)

Where the application materials may be examined in the "Integrated Online Platform" system through electronic certificate transfer or data sharing, such materials may be saved from submitting the paper form:

1. the Application Form of Introduced Talents for Household Registration of Shanghai Municipality;

2. valid identification document, certificate of previous household registration, certificate of educational background and academic degree, and certificate for professional and technical personnel qualification or professional qualification;

3. certificates of social insurance and individual income tax during the applicant’s employment;

4. personal commitment to comply with current municipal and national policy for family planning, no-criminal record, and other policy for household registration;

5. certificates of property ownership or public house lease of the applicant or his employer or relative who consents to accept such household registration; and

6. materials relevant to the application.

Article 7 (Application)

Where the employer fulfills the prescribed requirements and needs to introduce talents, it may examine and submit the application materials to the department of human resource and social security and authorized departments concerned through the “Integrated Online Platform” system.

Article 8 (Acceptance of Application)

The department of human resource and social security and agency assigned by the authorized departments concerned may receive the application materials through the “Integrated Online Platform” system. Where the required application materials are complete, such department or agency shall accept the application on site; Where the required application materials are incomplete, such department or agency shall inform the employer to supplement relevant materials at one time..

Article 9 (Examination and Approval)

The department of human resource and social security and authorized departments concerned shall examine and approve the application materials in accordance with the prescribed  requirements and within specified time. The applicant shall be informed of the results thereafter.

For the introduction of talents in urgent need or special talents, the municipal department of human resource and social security and the administrative department of relevant industry shall be in charge of such examination and approval jointly.

Article 10 (Announcement)

For applicants pass the examination and approval, the municipal department of human resource and social security shall announce the personal information of such applicant on the government website for supervision.

For talents introduced by programs involving state secrets, the announcement is exempted.

Article 11 (Transfer of Household Registration)

Talents approved through announcement shall proceed with the transfer of household registration in accordance with relevant provisions of the department of public security.

Article 12 (Transfer of Household Registration for Family Member)

Where the applicant is married, the spouse and minor children may proceed with the transfer of household registration correspondingly.

Article 13 (Legal Liability)

The administrative staff shall perform their functions and duties according to laws. Where the administrative staff violates regulations or discipline during the implementation of these Procedures, the person concerned shall be sanctioned; where such violation constitutes a crime, the person concerned shall be prosecuted in accordance with laws.

The applicant and his/her employer shall issue a written commitment of the authenticity of application materials provided thereby, and shall be strictly prohibited from falsification. Once the application is found to be falsified, the eligibility for application shall be suspended or even canceled, depending on the seriousness of such case, and relevant information shall be entered into the Shanghai Public Credit Information Service Platform. The household registration of Shanghai Municipality obtained through deception shall be canceled promptly. Where such action constitutes a crime, the person concerned shall be prosecuted in accordance with laws.  

Article 14 (Implementation Rules)

The municipal department of human resource and social security shall, in accordance with these Procedures, establish the corresponding implementation rules jointly with relevant municipal departments.

Article 15 ( Effective Date )

These Procedures shall be effective as of December 1, 2020 and be expired as of November 30, 2025.
