Notice of Shanghai Municipal Development & Reform Commission on Issuing the Implementation Plan of Shanghai Municipality for Further Strengthening the Treatment of Plastic Pollution

In accordance with the relevant requirements of the Opinions on Further Strengthening the Treatment of Plastic Pollution (NDRC ER [2020] No. 20) issued by the National Development and Reform Commission and the Notice on Consolidating the Treatment of Plastic Pollution (NDRC ER [2020] No. 1146) jointly issued by nine departments including the National Development and Reform Commission, the Implementation Plan of Shanghai Municipality for Further Strengthening the Treatment of Plastic Pollution is hereby issued to you with the approval of Shanghai Municipal People’s government for your conscientious implementation in the light of the actual circumstances of your locality and/or your department.

This Plan shall be effective as of October 1, 2020.

Implementation Plan of Shanghai Municipality for Further Strengthening the

Treatment of Plastic Pollution

With a view to carrying out and consolidating the decision-making arrangement of the CPC Central Committee and the State Council, actively and prudently pushing forward the treatment of plastic pollution and establishing and improving a long-term mechanism for regulating plastic products, this Implementation Plan has been formulated, in accordance with the Opinions of National Development and Reform Commission and the Ministry of Ecology and Environment on Further Strengthening the Treatment of Plastic Pollution (NDRC ER [2020] No. 80), and in the light of the actual circumstances of Shanghai Municipality.

I. General Requirements

1. Guiding Ideology

Take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guidance, fully implement the spirit of the 19th CPC National Congress and the Second, Third and Fourth Plenary Sessions of the 19th CPC Central Committee, stick to and firmly hold on the people-centered and new development philosophy, closely concentrate on making progress in the battle of pollution prevention and treatment and in accordance with the thought of “prohibit and restrict a batch, replace a batch and regulate a batch”, focus on key links and fields of production, sale and use of plastic products, methodically prohibit and restrict the production, sale and use of part of plastic products, actively promote alternative products, regulate the recycling of plastic wastes, establish and improve a regulation system for the production, circulation, use and recycling of plastic products so as to forcefully, methodically and effectively treat plastic pollution and strive to build a beautiful Shanghai.

2. Basic Principles

Reduction at the source and implementation of classified policies. Strengthen the reduction and treatment at the source, focus on key links and fields of production and use of plastic products and target at the prominent problems reflected strongly by the society to put forward classified management requirements; with a comprehensive consideration of the actual circumstances of various fields in this Municipality, reasonably determine the approaches for implementation, and push forward the treatment of plastic pollution actively and prudently.

Guided by innovation and supported with science and technology. With the orientation of recycling, easy-recycled and reuse, research and develop and promote plastic products and alternative products which are reaching the performance standard, environment friendly and affordable and foster new types of industry and new models of business which are in favor of recycling use, well-regulated recycling, reusing and reducing plastic pollution.

Multiple participation and social co-governance. Give play to the primary responsibility of enterprises, strengthen the government supervision and administration, enforce the policy leading and condense social consensus to formulate a multi-governance system with joint participation of government, enterprises, industry organizations and the social public.

3. Main Objectives

At the end of 2020, such key fields as catering, guesthouses, hotels, post and express delivery shall be the first to be prohibited and restricted to produce, sell and use part of plastic products, and shall basically realize a zero landfill of plastic wastes.

  In 2021, the consumption of disposable plastic products shall reduce dramatically and the alternative products shall be promoted effectively in this Municipality; in fields with prominent problems of plastic pollution and such new-emerging fields as e-commerce, express delivery and food delivery, form a batch of reproducible and propagable models of plastic reduction and green logistics. In 2022, the zero landfill of plastic wastes shall be all-roundly achieved.

  In 2023, the regulation system in the chain-links of this Municipality’s production, circulation, consumption, recycling, and disposal of plastic products shall be basically established, the multi-governance system led by the government, charged by the enterprise and participated by the people shall be basically formed, the development and application level of alternative products shall be further raised and plastic pollution shall be effectively controlled.

II. Prohibiting and Restricting the Production, Sale and Use of Part of Plastic Products

4. Plastic Products Prohibited from Producing and Selling

  The production and sale of ultrathin plastic shopping bags with a thickness of less than 0.025mm and polyethylene agricultural film with a thickness of less than 0.01mm is prohibited (the Municipal Commission of Economy and Informatization, the Municipal Commission of Commerce, the Municipal Commission of Agriculture and Rural Affairs, the Municipal Administration for Market Regulation and all District People’s Governments; items related to multiple departments and units shall be taken in charge in line with the division of duties, the same hereinafter). Further perfect the management system for medical wastes to build a whole process environmental management system which ranges from the collection, transport and storage to the disposal of medical wastes (the Municipal Health Commission and the Municipal Bureau of Ecology and Environment). The production of plastic products with medical wastes as the raw material by this Municipality’s enterprises of plastic production shall be prohibited (the Municipal Commission of Economy and Informatization, the Municipal Bureau of Ecology and Environment and the Municipal Health Commission). Import of plastic wastes shall be completely prohibited (Shanghai Customs). By the end of 2020, the production and sale of disposable foam plastic tableware and plastic swab shall be prohibited; and the production of household chemicals containing plastic beads shall be prohibited. By the end of 2022, the sale of household chemicals containing plastic beads shall be prohibited. Strengthen the regulation on enterprises which produce and sell plastic products, list the prohibited plastic products in the Catalogue of Shanghai Municipality for Guiding Structural Adjustments of Industry, eliminate the production line of the prohibited plastic products in accordance with the stipulated time limit and refuse to examine, approve and file the projects of prohibited plastic products (the Municipal Commission of Economy and Informatization, the Municipal Administration for Market Regulation, the Municipal Medical Products Administration, the Municipal Health Commission and all District People’s Governments).

5. Plastic Products Prohibited and Restricted from Using

(1) Plastic shopping bags. By the end of 2020, the use of disposable plastic shopping bags in such places as shopping malls, supermarkets, drugstores and bookstores and various exhibition activities shall be prohibited; the use of non-degradable plastic shopping bags of food package for delivery shall be prohibited; and the use of disposable plastic shopping bags in the fair trade markets shall be regulated and restricted. By the end of 2023, the use of disposable plastic shopping bags in fair trade markets shall be prohibited (the Municipal Commission of Commerce, the Municipal Administration for Market Regulation and all District People’s Governments).

(2) Disposable plastic tableware. Consolidate the requirements stipulated in the Regulations of Shanghai Municipality on the Management of Domestic Waste, the fields of dine-in and food delivery shall not provide disposable chopsticks, spoons or other tableware for consumers proactively. By the end of 2020, the use of non-degradable and disposable plastic straws in the catering industry in this Municipality shall be prohibited. The use of non-degradable and disposable plastic tableware of dine-in service shall be prohibited. By the end of 2025, the consumption intensity of non-degradable and disposable plastic tableware in this Municipality’s food delivery industry shall decrease by more than 30%. (the Municipal Commission of Commerce, the Municipal Administration of Culture and Tourism, the Municipal Administration for Market Regulation and all District People’s Governments).

(3) Disposable plastic products for guesthouses and hotels. Consolidate the requirements stipulated in the Regulations of Shanghai Municipality on the Management of Domestic Waste, guesthouses and hotels shall not provide disposable guest-room daily necessities for consumers proactively; and based on that further strengthen measures, by the end of 2021 such places as star-rated guesthouses and hotels in this Municipality shall no longer provide disposable plastic products proactively. By the end of 2023, the scope of implementation shall extend to all guesthouses, hotels and B&Bs. In such places as guesthouses, hotels and B&Bs, relevant service may be provided for consumers by setting up self-service vending machines and providing refilling detergent. (the Municipal Administration of Culture and Tourism and all District People’s Governments).

(4) Express delivery plastic packaging. By the end of 2021, the use of non-degradable plastic packing bags and disposable plastic woven bags shall be prohibited firstly in the post and express delivery outlets in this Municipality, and the amount of non-degradable plastic tape used shall decrease by 40%. By the end of 2023, the use of non-degradable plastic tape in all post and express delivery outlets in this Municipality shall be prohibited (the Municipal Postal Administration).

III. Promoting the Application of Alternative Products and Models

6. Promoting the Application of Alternative Products

  In such places as shopping malls, supermarkets, drugstores and bookstores, promote the use of reusable shopping bags like environment-friendly cloth bags, and encourage to set up self-service and intellectualized release equipment to facilitate people’s livelihoods (the Municipal Commission of Commerce and all District People’s Governments). Establish a centralized purchase and sale system of shopping bags for fair trade markets (the Municipal Commission of Commerce, the Municipal Administration for Market Regulation and all District People’s Governments). Promote the use of alternative products that meet performance function and food safety requirement in fields of catering and food delivery. Implement and consolidate the guidelines of products certified as green packaging so as to guide e-commerce and express delivery enterprises to carry out green purchase. Encourage e-commerce and express delivery enterprises to use green packaging products satisfying relevant national requirements in line with the requirements of greenization, reduction and recycling (the Municipal Commission of Commerce, the Municipal Postal Administration, the Municipal Administration for Market Regulation and all District People’s Governments). Promote the application of safe and controllable alternative products such as biodegradable film in part of suitable crops. (the Municipal Commission of Agriculture and Rural Affairs and relevant District People’s Governments).

Promote recyclable transshipment bags in every post and express delivery outlet in this Municipality; and by the end of 2020, the “9893” green project of this Municipality’s post industry shall be basically achieved, i.e., the packaging proportion of “thinner tape” reaches 90%, the rate of e-commerce express packages without secondary packaging reaches 80%, the usage rate of circulating transshipment bags reaches 90% and the usage rate of degradable plastic packing bags and tape reaches 30%. By the end of 2023, raise the applying proportion of alternative plastic packing materials in the whole industry, and promote the application of degradable packing materials and the usage rate of circulating transshipment bags reaches 100% (the Municipal Postal Administration).

7. Fostering and Optimizing New Industrial Forms and Models

Strengthen the green management duty of enterprises and promote green supply chains (the Municipal Commission of Economy and Informatization, the Municipal Commission of Commerce, the Municipal Development and Reform Commission and all District People’s Governments). Such platform enterprises as e-commerce and food delivery shall strengthen the management on merchants settled, increase the option of “without tableware” for consumers, develop the implementation plan for reducing and alternating disposable plastic products and release the executing facts to the society every year (the Municipal Commission of Commerce and all District People’s Governments). Focused on chain shopping malls and supermarkets, large fair trade markets, logistic warehouse and e-commerce express deliveries, the mail and delivery enterprises are encouraged to pilot the use of recyclable and detachable packing products and logistic equipment in this Municipality’s one-city express delivery by means of equipment leasing and financial leasing. Enterprises are encouraged to construct a cross-platform operating system of recyclable packaging by equity cooperation and joint capital injection, and are also encouraged to use integrated packaging for commodity and logistic to build a recycling system of recyclable logistic equipment (the Municipal Commission of Commerce, the Municipal Commission of Economy and Informatization, the Municipal Postal Administration, the Municipal Development & Reform Commission and all District People’s Governments).

8. Increasing Supply of Green Products

Plastic production enterprises shall strictly enforce relevant laws and rules, produce plastic products satisfying relevant standards and must not add chemical additives harmful to human and environment illegally (the Municipal Commission of Economy and Informatization, the Municipal Administration for Market Regulation, the Municipal Bureau of Ecology and Environment and all District People’s Governments). Implement green designs so as to improve the safety and recyclable performance of plastic products. Give priority to the use of recycled plastic products meeting the quality control standard and the requirements for use control under the premise that they satisfy the safety and material performance requirements (the Municipal Commission of Economy and Informatization and all District People’s Governments). Urge the construction of a system for certified identification of green products and guide the social consumption habit and increase the supply of green products by means of certification (the Municipal Administration for Market Regulation and all District People’s Governments). Reinforce the research and development of recyclable, easy-recycled and degradable alternative materials and products, accelerate the implementation of research and application demonstration of core technology and improve the performance of alternative materials and products so as to effectively increase the supply of green products and decrease the cost of application (the Municipal Science and Technology Commission and the Municipal Commission of Economy and Informatization).

IV. Regulating Recycle and Disposal of Plastic Waste

9. Reinforcing Collection, Cleanup and Transportation of Plastic Waste

Combining with the work of domestic waste sorting, do a good job in the supporting of recyclables service points, transfer stations and yards for the recycling of plastic waste and reinforce a regulated management on the system of recyclables, while no unit or individual may randomly stack and dump plastic waste, which causes environmental pollution (the Municipal Landscaping and City Appearance Administrative Bureau and all District People’s Governments). Reinforce the guidelines of domestic waste sorting to such places as office buildings, airports, stations, harbors and wharfs, encourage places with proper conditions to refine on setting up recyclables collection containers, set up collection containers of plastic wastes separately pursuant to conditions and raise the service frequency and level of regional major enterprises for recycling (the Municipal Landscaping and City Appearance Administrative Bureau, the Municipal Commission of Commerce, the Municipal Transportation Commission and all District People’s Governments). Urge the multiple cooperation among e-commerce and food delivery platforms, environmental sanitation departments, recycling enterprises or otherwise to set up recycling facilities of plastic packaging in such key areas with busy express and food delivery as commercial buildings, large-scale residential communities, large-scale enterprises and public institutions (the Municipal Postal Administration, the Municipal Commission of Commerce, the Municipal Landscaping and City Appearance Administrative Bureau and all District People’s Governments). Establish and improve a recycling system of waste agricultural film and yellow traps, strictly consolidate the responsibility of localized management, establish a coordination mechanism of management on agricultural film and yellow traps with every town as a unit, expand the function of collection stations of pesticide packaging waste set up in towns, villages and cooperatives so as to take on the recovery of waste agricultural film and yellow traps, and thus ensure that, by the end of 2020, the effective recovery rate of waste agricultural film and yellow traps shall be more than 90%; and by the end of 2023, the complete recovery of all waste agricultural film and yellow traps shall be basically achieved. Encourage the resource-convert utilization, and those unable to be resource-convert utilized shall be turned over to the system of domestic waste for united disposal. Regulate the recovery and disposal of disused fishing nets and gears, and reinforce the supervision on the recovery and disposal of disused fishing nets and gears (the Municipal Commission of Agriculture and Rural Affairs, the Municipal Landscaping and City Appearance Administrative Bureau and all relevant District People’s Governments).

10. Urging the Utilization of Plastic Waste as Resource or Energy

Urge the standardization, concentration and industrialization of the resource-convert utilization of plastic waste, foster the projects and enterprises for the resource-convert utilization of plastic waste, and raise the level of resource-convert utilization of plastic waste in the light of the actual circumstances of Shanghai Municipality (the Municipal Development & Reform Commission, the Municipal Commission of Economy and Informatization and all District People’s Governments). Strengthen the energy-convert utilization of plastic waste with a high cost of sorting and unsuitable for resource-converting, and forcefully accelerate the construction of incineration facilities of domestic waste. Zero landfill of primary domestic waste shall be basically achieved by the end of 2020 and be completely achieved by the end of 2022. Strengthen the administration on the operation of enterprises of waste incineration for power generation, and ensure the stable and standard-reaching emission (the Municipal Landscaping and City Appearance Administrative Bureau, the Municipal Bureau of Ecology and Environment and relevant District People’s Governments).

11. Carrying out Special Cleanup of Plastic Waste

Continuously push forward the “Waste Cleanup Action”, accelerate the inspection, rectification and handling of informal stacking and dumping sites of domestic waste, and focus on solving the plastic pollution problems resulted from arbitrarily stacking and dumping of domestic waste at such sites as rural-urban continuum, environmentally sensitive areas, areas along roads and rivers, and pits and ditches. Accelerate the construction of receiving, transshipping and disposing facilities at inland river and coastal harbors and wharfs, carry out special rectification and treatment on the phenomenon of accumulated flotsam on the river and piled waste on the bank slope on the basis of all-round consolidating of the routine cleaning of riverways. Carry out the river patrol activities participated by the third-party supervisory organs, maintenance units and volunteers so as to effectively strengthen the supervision and regulation on the phenomenon of throwing and dumping garbage randomly. Carry out clean-beach activities and strengthen the supervisory monitoring on floating garbage on the beach and the sea (the Municipal Landscaping and City Appearance Administrative Bureau, the Municipal Bureau of Ecology and Environment, the Municipal Water Authority and all District People’s Governments). Urge the cleanup, rectification and treatment of residue films in farmlands and plastic packaging of pesticide and chemical fertilizer so as to gradually decrease the amount of residue films in farmlands (the Municipal Commission of Agriculture and Rural Affairs and relevant District People’s Governments).

 V. Perfecting Support and Safeguard System

12. Establishing and Improving the Rule System and Standards

Strictly execute relevant national laws and rules on the prevention and treatment of plastic pollution, and start the research on local legislation (the Municipal Bureau of Ecology and Environment, Shanghai Municipal Commission of Commerce, the Municipal Postal Administration,the Municipal Landscaping and City Appearance Administrative Bureau, the Municipal Administration for Market Regulation and all District People’s Governments). Implement the national catalogue of prohibited and restricted plastic products, and renew and re-issue this Municipality’s catalogue of prohibited and restricted plastic products in a timely manner (the Municipal Development & Reform Commission, the Municipal Commission of Economy and Informatization and the Municipal Commission of Commerce). Formulate the guideline for green designs of plastic products (the Municipal Commission of Economy and Informatization and the Municipal Administration for Market Regulation). Actively propagate, implement and consolidate the national quality control standard of recycled plastic and the national standard and mark of degradable materials and products (the Municipal Administration for Market Regulation). Establish and improve the green management and evaluation standards of enterprises in such new-emerging fields as e-commerce, express and food delivery. Observe the national standards for the restriction of excessive packaging for commodities, and carry out the supervisory administration on commodity packaging (the Municipal Commission of Commerce, the Municipal Postal Administration and the Municipal Administration for Market Regulation). Propagate, implement and consolidate the national evaluating and rating standards on tourist attractions, star-rated guesthouses and hotels so as to guide tourist attractions, guesthouses and hotels to abide by the regulating and controlling requirements of disposable plastic products (the Municipal Administration of Culture and Tourism and all District People’s Governments). Strictly implement relevant environmental protection standards for the resource-convert and energy-convert utilization of plastic waste (the Municipal Bureau of Ecology and Environment and all District People’s Governments). Explore and establish an information disclosure system of the production and sale of plastic materials and products (the Municipal Commission of Economy and Informatization, the Municipal Commission of Commerce, the Municipal Administration for Market Regulation and all District People’s Governments).

13. Perfecting Relevant Supporting Policies

  Increase the supporting dynamic on such key projects as the research and development and production of green packaging, the construction of green logistic and distribution system, and the installation and operation of specialized and intellectualized recycling facilities (the Municipal Development & Reform Commission, the Municipal Science and Technology Commission, the Municipal Greening and City Appearance Administrative Bureau, the Municipal Commission of Commerce and all District People’s Governments). Support enterprises of plastic alternative products and of resource-convert utilization to apply for high tech enterprises and enjoy the reduction and exemption of enterprise tax and income tax on technology transfer in accordance with the provisions; and consolidate the environmental tax exemption policy for enterprises of solid wastes comprehensive utilization (the Municipal Finance Bureau, the Municipal Taxation Administration, the Municipal Science and Technology Commission and all District People’s Governments). Increase the government purchase of standard-compliance green products, include the products of reduced plastic with alternatives and of recycled plastic into the list of government purchase, and take the consolidation of green purchase policies as an important factor in the department’s achievement and efficiency evaluation. The Stated-owned enterprises and institutions shall give priority to the purchase of the products of reduced plastic with alternatives and of recycled plastic in their centralized purchase. Public institutions and Stated-owned enterprises and institutions shall take the lead in the implementation of relevant requirements on the restriction and prohibition of plastic (the Municipal Finance Bureau, the Municipal Government Offices Administration, the Municipal Stated-owned Assets Supervision and Administration Commission and all District People’s Governments). Carry out the pilot demonstration in such fields as the construction of new green supply chain, the promotion of new products and models and the recycling of waste agricultural film (the Municipal Commission of Agriculture and Rural Affairs, the Municipal Commission of Economy and Informatization, the Municipal Development & Reform Commission and relevant District People’s Governments). Combined with the upgrading and rebuilding of the recyclables service points in this Municipality, facilitate the installation of specialized recycling facilities and equipment. Eliminate the obstacles for installing the facilities and equipment in such public places as residential communities, subway stations, stations and office buildings so as to promote the recycling of plastic products (the Municipal Greening and City Appearance Administrative Bureau, the Municipal Housing Administrative Bureau, the Municipal Transportation Commission, the Municipal Commission of Commerce and all District People’s governments). Further consolidate the supporting policies at the municipal level for the circular economy and the supporting policies for low-value recyclables of all districts so as to accelerate the reduction, alternative and recycling of disposable plastic products (the Municipal Development & Reform Commission, the Municipal Finance Bureau and all District People’s Governments).

14. Strengthening Science and Technology Support

  Carry out researches on the environmental effect and risk evaluation of the full life circle of different types of plastic products. Reinforce researches on the mechanism, monitoring, prevention and treatment technology and policies on the pollution caused by plastic waste and micro-plastic in rivers, lakes and seas. Carry out the evaluation of ecological environment effect and human health risk influenced by plastic waste and micro-plastic pollution (the Municipal Bureau of Ecology and Environment, the Municipal Science and Technology Commission and the Municipal Health Commission). Focus on the recyclable, easy-recycled and degradable plastic alternative materials, urge and carry out the research on key and core technologies and their application demonstrations, and raise the performance property of alternative materials and products (the Municipal Science and Technology Commission). Increase the supporting dynamic for the research and development and the application of such products as biodegradable agricultural film, high strength agricultural films and the technology of resource-convert utilization of agricultural films (the Municipal Science and Technology Commission and the Municipal Commission of Agriculture and Rural Affairs).

15. Strict Law Enforcement and Supervision

  Reinforce the routine administration and supervisory inspection, and strictly consolidate the policies and measures on prohibiting and restricting the production, sale and use of part of the plastic products. Organize and carry out spot checks on the quality and safety of plastic products and give play to the role of 12345 public service hotline and other platforms to encourage complaints and reports. Implement differential power price policy on enterprises producing plastic products in the prohibition category as well as such measures as public disclosure, and interview. Investigate and crack down on the illegal production, sale and use of plastic products explicitly prohibited by the State, and the illegal acts of taking the fake imitation as the genuine, and taking the inferior as the best in accordance with law. And relevant information shall be included into the Municipal Public Credit Information Service Platform (the Municipal Administration for Market Regulation, the Municipal Commission of Economy and Informatization, the Municipal Commission of Commerce, the Municipal Development & Reform Commission and all District People’s Governments). Enforce the comprehensive law enforcement on ecological environment protection, strengthen the environmental supervisory administration on such links as the recycling, utilization, and disposal of plastic waste, investigate and handle such acts as illegal discharge of pollutants according to law, and continuously boost the rectification in the industry of processing and utilizing waste plastic. The industrial administration department shall, when finding acts relevant to the plastic environmental pollution and ecological destruction in the routine supervision, transfer the relevant clues to the ecology and environment department in time. Actively boost the Yangtze River Delta joint prevention and joint treatment of plastic pollution (the Municipal Bureau of Ecology and Environment, the Municipal Commission of Commerce, the Municipal Commission of Economy and Informatization, the Municipal Landscaping and City Appearance Administrative Bureau, the Municipal Commission of Agriculture and Rural Affairs, the Municipal Administration of Culture and Tourism, the Municipal Postal Administration and all District People’s Governments).

VI. Strengthening Organization and Implementation

16. Reinforcing Organization and Leadership

Establish a municipal coordination mechanism for boosting the treatment of plastic pollution. Every district and every relevant department shall attach great importance to the treatment of plastic pollution with fine organization and elaborate arrangement, and soundly grasp the consolidation in accordance with the division of duties; and in the light of the actual circumstances, formulate work plans, refine work tasks and consolidate the responsibility level by level so as to ensure in an orderly and effective manner every item of the work to be put into effect, and report the progress of plastic pollution treatment once a year. In accordance with the principle of “level-by-level guarantee”, the financial departments at all levels shall include the expenditure of plastic pollution treatment into their department budget so as to safeguard the successful implementation of every item of the work. The Municipal Bureau of Ecology and Environment shall, jointly with relevant departments, carry out joint special actions to strengthen the supervisory inspection on concrete actions of plastic pollution treatment, and serious environmental issues involving plastic pollution shall be included into the supervisory inspection on the protection of ecological environment at the municipal level to further intensify the evaluation and accountability (the Municipal Development & Reform Commission, the Municipal Bureau of Ecology and Environment, the Municipal Finance Bureau and all District People’s Governments).

17. Intensify Publicity and Guidance

Intensify the dynamic on the publicity of plastic pollution treatment and do a good job in propagating and explaining the policies on the intensified plastic pollution treatment so as to guide the public to reduce the use of disposable plastic products, to participate in garbage sorting and to resist excessive packaging. Deepen the publicity on the achievements and effects and typical practices of plastic pollution treatment by means of newspaper, radio broadcast, television, new media and so on. Guide relevant media to do better in the constructive public opinion supervision focusing on the ineffective implementation of, and uncivilized actions in the work of plastic pollution treatment (the Publicity Department of Shanghai Committee of the Communist Party of China, the Municipal Development & Reform Commission, the Municipal Bureau of Ecology and Environment and all District People’s Governments). Guide industry associations, commercial organizations and public welfare organizations to carry out professional study and discussion and voluntary activities in an orderly manner, build up broad consensus and create a favorable atmosphere with the participation of the entire society (the Municipal Commission of Economy and Informatization, the Municipal Landscaping and City Appearance Administrative Bureau, the Municipal Commission of Commerce, the Municipal Administration for Market Regulation, the Municipal Administration of Culture and Tourism and all District People’s Governments).

 

Annex

Detailed Standards for the Regulation of Relevant Prohibited and Restricted Plastic Products

(2020 Edition)

 

In accordance with the relevant provisions provided in the Opinions on Further Strengthening the Treatment of Plastic Pollution, the regulation on the prohibition and restriction of a portion of plastic products shall be exercised step by step in different fields and at different stages. To facilitate the actual operation, the detailed standards for some types of the products involving the prohibition and restriction by the end of 2020 are hereby stipulated.

I. Ultrathin Plastic Shopping Bags with a Thickness of Less Than 0.025mm

Ultrathin plastic shopping bags with a thickness of less than 0.025mm used to hold and carry goods; the range of application may refer to GB/T 21661 standards of the Plastic Shopping Bags.

II. Polyethylene Agricultural Film with a Thickness of Less Than 0.01mm

  Non-degradable agricultural film with a thickness of less than 0.01mm made from Polyethylene as the main material; the range of application, thickness of film and mechanical properties index may refer to GB 13735 standards of the Polyethylene Blow Molding Agricultural Film.

III. Disposable Foam Plastic Tableware

  Disposable tableware made from foamed plastic.

IV. Disposable Plastic Swab

  Disposable swab made of plastic rods as the basic material, but excluding relevant medical devices.

V. Household Chemicals Containing Plastic Beads

  Washing cosmetics (such as bath lotion, cleanser, scrub cream and shampoo), toothpaste and tooth powder with solid plastic particles of less than 5mm in diameter intentionally added in for the purpose of scrubbing, exfoliator and clean.

VI. Plastic Products with Medical Waste as Raw Materials

  Prohibit the production of plastic products with medical waste included in the Regulations on the Administration of Medical Waste and the Classification Catalogue of Medical Waste as raw materials.

VII. Disposable Plastic Shopping Bags

  Disposable plastic shopping bags used to hold and carry goods in shopping malls, supermarkets, drugstores, bookstores, exhibition activities and fair trade markets, but excluding the plastic pre-packaging, rolling bags, fresh-keeping bags and so on used to hold such goods as raw and fresh loose food, cooked food and wheaten food for the purpose of health and food safety.

VIII. Disposable Plastic Tableware

 Disposable and non-degradable plastic forks, knives and spoons used in the dine-in service, but excluding disposable plastic tableware used in pre-packaged food.

IX. Disposable Plastic Straws

 Disposable and non-degradable plastic straws used to suck liquid food in catering service, but excluding the plastic straws attached on the outer packaging of milk, beverage and other food.

  X. Detailed standards shall be dynamically updated and adjusted according to the actual implementation. In response to natural disasters, accident disasters, public health incidents, public security incidents and other major public emergencies, the disposable plastic products used for emergency guarantee, logistic distribution and catering service in particular areas may be exempted from the prohibited and restricted use.
