into an Independent Integrated Hub Coastal City
In order to thoroughly implement General Secretary Xi Jinping’s instructions on “five important development tasks” for the Lin-gang Special Area of the China (Shanghai) Pilot Free Trade Zone (hereinafter referred to as the Lin-gang Special Area) (i.e., developing an important base to pool domestic and overseas talents for international innovation and cooperation, an important hub for both onshore and offshore business, an important gateway for enterprises to “go global” to grow stronger, an important channel for utilizing domestic and foreign markets and resources, and an important test field for participation in international economic governance), further consolidate the industries’ development, develop a full range of supportive functions for the city, build a congenial environment for talents’ development, and give full play to the role of Lin-gang Special Area as an important growth pole, several policies and measures for supporting Lin-gang’s faster development into an independent integrated hub coastal city are formulated as follows:
I. Strengthen Support for Industries and Further Upgrade the Development of Innovative Industries
Shanghai will enhance Lin-gang Special Area’s abilities for innovation and international innovation synergy, and build it into an important node in the international innovation network. Shanghai will accelerate the development of world-class cutting-edge industrial clusters and vigorously develop an open modern service industry that participates in the global allocation of high-end resource elements.
1. Upgrade high-end manufacturing capacity. Shanghai will build an international hydrogen energy valley, take the lead in experimenting with the construction of hydrogen production and refueling integrated stations and the utilization of hydrogen energy at green data s, and create a number of typical demonstration applications in the fields of transportation, energy, industry, etc. Shanghai will enlarge the energy scale of the “Oriental Chip Port” and explore a convenient management mode for the whole IC industry chain. It will accelerate the formation of the “Life Blue Bay” special industrial park that is based on R&D services and highlights biopharmaceuticals, medical instruments and equipment, and high-end preparation manufacturing, and will support biomedical R&D enterprises under effective supervision in the Lin-gang Area to enjoy the relevant customs clearance facilitation policies for Yangshan Special Comprehensive Bonded Area. Also, Shanghai will speed up the construction of the “Power Source” special industrial park, and give priority to developing core equipment that constitutes a big country’s significant equipment and developing the high added-value links of high-end power components and equipment.

2. Build Dishui Lake AI Innovation Port. Shanghai will focus on artificial intelligence algorithms, system software, intelligent hardware, information security, intelligent security, and other key areas driven by application scenarios and empowered by public service platforms, and pool various talents and cultivate AI innovation ecology by introducing an international algorithm innovation base, holding the developer conference of the World Artificial Intelligence Conference (WAIC), and building an AI developer community.

3. Advance the building of an international data port. Shanghai will rely on the “Infinity Isle” (a global digital economy innovation park) to explore and build a national pilot demonstration zone for cross-border data flow, promote the cross-border flow of data in such fields as smart Internet-connected vehicles, e-commerce and finance, carry out security assessments of cross-border data flow and build a public service platform for cross-border data flow. Shanghai will accelerate the opening up of the information service industry, lift the access restrictions on foreign investment in such value-added telecommunications services as Internet data s in accordance with state arrangements, and improve the access and regulation system for foreign investment in emerging business forms such as cloud computing. Shanghai will also accelerate the construction and application of such key projects as China Telecom Public Computing and Shanghai Mobile Lin-gang IDC R&D and Industrialization Base.

4. Accelerate the development of emerging service industries. Shanghai will speed up the building of an international financial asset trading platform in the Lin-gang Special Area to facilitate domestic and foreign investors to allocate global financial assets. It will quicken the expansion of such new business forms and models as trade in services, cross-border e-commerce and bonded maintenance, and support enterprises in Yangshan Special Comprehensive Bonded Area to carry out maintenance of their self-made domestic products, which are not restricted by the catalogue of maintenance products. Shanghai will also support the building of an offshore trade innovation and development practice area, encourage banks to explore methods of optimizing business authenticity verification and provide quality financial services for authentic and compliant offshore trade business. Moreover, Shanghai will build an innovation leading zone of science and technology insurance and establish a comprehensive insurance compensation mechanism for Lin-gang Special Area’s major technology and equipment and key components in such new areas as civil aviation, high-end equipment manufacturing, integrated circuits, artificial intelligence and smart new-energy vehicles. Shanghai will support the construction of major elements’ platforms such as the national bulk commodity warehouse receipts registration and the international oil and gas trading in the Lin-gang Special Area. It will also support the building of Yangshan public service platform for bonded ship supply, explore the building of an international container space trading platform, and support eligible enterprises to apply for bonded fuel oil refueling business for international navigation.

5. Support the settlement of more quality science and technology innovation resources and functional platforms in the Lin-gang Special Area. Shanghai will give full play to the leading role of Lin-gang Laboratory, continue to amplify the spillover effect of the World Laureates Forum and support the settlement of a number of high-quality research institutes, university research institutes, top laboratories, industry-education-research transformation platforms, and bonded research and development s in the Lin-gang Special Area. Shanghai will create a highland for international IPR protection and support the establishment of a comprehensive IPR business reception window in the Lin-gang Special Area.

II. Strengthen the Function Support of the City and Further Improve the Independent Integrated City Functions
Shanghai will focus on various talents’ good-quality and diversified needs to “work, live and enjoy lives in Lin-gang”. It will accelerate the improvement of urban infrastructure, provide a complete range of high-capacity public services, and create an enjoyable living environment that attracts people near and far.
6. Create a convenient and efficient comprehensive transportation system. Shanghai will accelerate the construction of the Lin-gang transportation and the Nanhui branch line of the municipal railroad, start the construction of projects related to the Xiaoyangshan North Operation Area and the eastern extension of the Dazhi-Luchaogang fairway. Shanghai will also plan a municipal express line between Lin-gang and the city proper, and promote the planning and construction of the Shanghai-Zhapu-Hangzhou Railway, the Situan Comprehensive Transport Hub, and the Nanfeng line of the municipal railroad.

7. Improve the infrastructure of Yangshan Special Comprehensive Bonded Area. Shanghai will promote the planning and construction of such projects as the supportive taxiway for the aviation maintenance industry and the direct path between the south area and the cargo apron of Pudong Airport in the light of the characteristics and needs of the customs special supervision area and in accordance with the relevant provisions on the acceptance checks of the comprehensive bonded zone.

8. Build a demonstration zone of digital transformation in Lin-gang. Shanghai will create a fully empowered digital twin cities base in the Lin-gang Special Area, and build future digital twin cities with integrated growth. By using the integrated management system of public security and transportation, Shanghai will carry out pilot applications of “Intelligent Vehicle Infrastructure Cooperative Systems (IVICS)”, build a smart transportation system, promote the testing of automatic driving in the whole area, and build a high-level automatic driving demonstration area in Lin-gang. Also, Shanghai will support rapid building of a primary-level intelligent governance system, improve the institutional innovation and risk prevention system based on digital technology, and elevate the overall effectiveness of governance.

9. Create a low-carbon city with demonstration effects. Shanghai will implement the national strategies for peak carbon emissions and carbon neutrality, build the Lin-gang demonstration zone for wind power, photovoltaic power and gas storage, deploy projects by focusing on the Lin-gang 5 million-kilowatt gas power generation base as the core, the million-kilowatt offshore wind power base as the belt, and the 500,000-kilowatt distributed power generation demonstration area as the demonstration district, dovetail with the municipal offshore wind power planning, reserve lands for power facilities, and fully use the green electric power transformed from high-sea wind. Shanghai will accelerate the expansion project of the Shanghai LNG station line, and strengthen the energy security of Xiaoyangshan Island. It will also strengthen industrial emission control, raise the implementation standards for green buildings, promote low-carbon life with intelligent transportation, and support the focus on key areas within the Nanhui New City to create green low-carbon pilot areas. Moreover, it will develop special planning for regional electricity-charging and battery-replacement facilities, and vigorously develop a layout of higher-standard electric-charging and battery-replacement facilities.

10. Enhance the construction of a resilient city. Shanghai will highlight the design concept of a resilient city, and reserve space scientifically in the planning and design of urban infrastructure and public buildings. Shanghai will also improve the urban emergency management system and elevate the level of intelligent monitoring of urban security in all aspects. It will focus on such emerging areas as epidemic prevention and control and water ecology, increase investment in hardware, improve scientific management, and enhance the ability against serious disasters. Also, Shanghai will support formulation of regulations to guarantee the protection of Dishui Lake.

11. Promote high-quality and balanced development of educational resources. Shanghai will establish a high-level basic education system that meets the needs of talents in the Lin-gang Special Area, support quality schools and teachers across Shanghai to flow to the Lin-gang Special Area, set up famous schools’ branches: the eastern senior high school branch of Shanghai High School and the Lin-gang Fengxian branch of the No. 2 High School Affiliated to East China Normal University, and support the establishment of schools for foreigners’ children. Moreover, Shanghai will introduce or build quality private kindergartens and high schools to meet diversified education needs. It will build a demonstration zone for the integration of industry and education in Shanghai, support the introduction of new high-level application-oriented universities from abroad to carry out Sino-foreign cooperation schools, set up new types of vocational colleges, accelerate the establishment of a vocational education system that integrates with the industrial development of the Lin-gang Special Area, and support continuous innovations in the vocational school running system and the competent people training model. Shanghai will also support the establishment of the Lin-gang branch of the privileged Music Middle School Affiliated to Shanghai Conservatory of Music.

12. Improve the medical and health service system. Shanghai will accelerate the improvement of the medical service system in the Lin-gang Special Area, support Lin-gang’s introduction of Shanghai’s quality traditional Chinese medicine resources to build a Grade-3 (the highest grade) traditional Chinese medicine hospital, build the Lin-gang Public Health , and provide support and guarantee in terms of staffing, budget, daily operation, and industry supervision and management. Shanghai will support the introduction of high-quality and world-class private medical institutions and increase the supply of differentiated and specialized medical services. It will support the establishment of non-profit hospitals to conduct clinical research. It will also encourage qualified medical institutions to pilot their self-developed in vitro diagnostic reagents in accordance with relevant requirements. Besides, it will support the development of a closely-connected health alliance between Shanghai Sixth People’s Hospital and Lin-gang.

13. Build a metropolitan tourist destination. Shanghai will give play to the unique advantages of Dishui Lake, promote integrated development of business, tourism, leisure, and culture and sports industries around Dishui Lake, and support the building of citywide functional facilities to create a metropolitan tourist destination. Shanghai will plan and construct such high-capacity cultural and sports venues as Lin-gang Aquatic Sports , Qingxiang Port Public Sports and North Island Culture and Arts , and incorporate them into the future layout of municipal cultural and sports venues. Shanghai will also support the Lin-gang Special Area to host international and domestic cultural festivals and exhibitions and top sporting events, and promote a number of high-level sporting events such as the Shanghai Lin-gang Half Marathon to be held in Lin-gang.

III. Strengthen Policy Support and Further Optimize the Supply of Regional Development Elements
Shanghai will strengthen the guarantee of talent, land, capital and other elements, consolidate the development momentum of the Lin-gang Special Area, stabilize the expectations of all market entities, boost the confidence of all sectors, make every effort to build an important strategic fulcrum of Shanghai’s high-level talent highland, and build a first-choice place of innovation and entrepreneurship for worldwide talents.
14. Further optimize the policy on household registration of talents. Shanghai will give the Lin-gang Special Area the power to introduce non-Shanghai university graduates and recommend them to employers with the government’s priority support. Shanghai will establish and dynamically adjust the catalogue of key majors that meet the development needs of the Lin-gang Special Area. It will support Lin-gang Special Area Administration in dynamically adjusting the recommended scope of key institutions for talent introduction according to the layout of main industries and development reality in the Lin-gang Special Area.

15. Promote high-quality employment of skilled laborers in the Lin-gang Special Area. Shanghai will establish and improve the mechanism of dynamically adjusting the special catalogue for the introduction of skilled talents, support the Lin-gang Special Area in dynamically adjusting the regional special catalogue for the introduction of skilled talents according to the needs of regional industrial development, and actively bring into the scope the skilled talents in urgent need by the Lin-gang Special Area’s economic and social development in addition to the municipal catalogue of occupations in urgent need. Shanghai will further introduce skilled talents for key skill jobs that are urgently needed by industries and enterprises, support the Lin-gang Special Area in adjusting and expanding the list of the industry’s representative enterprises according to its need for industrial development, add skilled talent posts independently evaluated and recommended by enterprises, and regularly update and adjust these posts.

16. Improve the schooling service guarantee mechanism for the children of talents. Shanghai will further ensure schooling for the children of key talents, support relevant districts in guaranteeing the enrollment of children of qualified high-level talents in the Lin-gang Special Area, and improve the service mechanism for ensuring the enrollment of children of key introduced talents.

17. Enhance the efficiency of administrative services for talent management. Shanghai will give Lin-gang Special Area Administration the authority to inquire about the social insurance information of employers and employees. It will support the Lin-gang Special Area in vigorously introducing foreign talents in professional fields, and expand the talent service scope of “foreigners’ work permits and residence permits single window” from Category A work permits to Category B work permits. Shanghai will also include the Lin-gang Special Area into the “16+X” professional ranks public service system at the municipal and district levels, and set up a special service point for handling professional ranks in the Lin-gang Special Area.

18. Facilitate the work and life of foreign talents with the Foreign Permanent Resident ID Card. Foreign talents with the Foreign Permanent Resident ID Card may enjoy online registration for medical appointments and other services at designated hospitals in the Lin-gang Special Area.

19. Improve the service system for overseas talents. Shanghai will provide the entry and exit “green channel” service and the emergency support service during the epidemic for overseas talents who are urgently needed for major projects in the Lin-gang Special Area.

20. Optimize the house purchase policies for talents in the Lin-gang Special Area. Shanghai will improve the requirements for talents’ house purchase. In the case of talents working in the Lin-gang Special Area without the Shanghai household registration, if they have paid their personal tax or social insurance for one year or above, they will be allowed to purchase one housing unit in the Lin-gang Special Area, and the purchased housing unit may be transferred after seven years from signing and filing the contract online.

21. Support innovation of the financing mechanism for major project development in the Lin-gang Special Area. Shanghai will extend the urban renewal collaboration policy for Nanhui New City to the city-industry integration area in the Lin-gang Special Area. Shanghai will encourage financial institutions to provide financing support for the development of the Lin-gang Special Area and the construction of major projects there, and explore innovative financing models. Shanghai will also support the high-quality development fund for Shanghai parks to invest in the infrastructure construction of the Lin-gang Special Area. It will actively guide central enterprises, local State-owned enterprises, private enterprises and other entities to revitalize the assets of the Lin-gang Special Area in a market-oriented manner so as to support the construction of the Lin-gang Special Area. Moreover, Shanghai will support eligible projects in the Lin-gang Special Area to receive priority in applying to issue infrastructure REITs (Real Estate Investment Trusts).

22. Further strengthen the overall planning for the resource-based quotas of the Lin-gang Special Area. Shanghai will continue to meet the Lin-gang Special Area’s demand for new construction land quotas. It will increase the resilience of the total energy consumption administration based on the energy consumption intensity. For projects listed as national major projects, Shanghai will keep their energy consumption under separate management; for major projects whose energy consumption intensity exceeds the average level of the local district but is lower than the average municipal level, Shanghai will coordinate energy consumption quotas at the municipal level; for projects listed as national major projects, municipal major projects, municipal major projects with foreign capital, or major projects determined by Shanghai Municipal People’s Government to be related to the development strategy of the whole city, Shanghai will coordinate pollutant discharge quotas at the municipal level. Shanghai will support taking the forest coverage rate as the main indicator, coordinate the development of forests and green land, and promote the development of green areas of rivers, roads, parks and enterprises within the district in accordance with the forest land development standards, with a view to realizing the organic integration and efficient use of the ecological space.

23. Improve the management of industrial land transfer appropriately. For industry-park platform companies in the Lin-gang Special Area whose building areas of the existing or under-construction industrial properties (industry and R&D) meet the requirements for a certain scale, if Shanghai further improves the requirements for access to the transferable property industry as well as clarifies the examination and approval department, supervision method, measures for handling breach of contract, and market withdrawal methods, and if Lin-gang Special Area Administration has granted approval, the direct transfer ratio of the first-sale proportion of the property other than the living facilities of single-contract land plots may be moderately raised.
