Shanghai Municipal Civil Defense Office

In accordance with the Circular of the General Office of the CPC Central Committee and the General Office of the State Council on the Printing and Issuing of the Proposal of the Shanghai Municipal People’s Government for Institutional Reform and Functional Transformation (TZ [2014] No. 20), the Shanghai Municipal Civil Defense Office was established as a direct department under the Shanghai Municipal People’s Government. Additionally, it operates under the name “Shanghai Municipal Civil Air Defense Office.”


Main responsibilities are as follows:

1. Enforce laws, regulations, rules, guidelines, and policies related to civil defense and civil air defense. Conduct research and develop local regulations, rules, and policies that  with the specific circumstances of the Municipality. Organize and oversee the implementation of these regulations, rules, and policies.

2. Coordinate the drafting of an overall plan for civil defense construction. Facilitate the development of civil air defense schemes specific to the Municipality. Organize the formulation of construction plans for civil defense projects and communication alarm and information systems. Ensure adherence to relevant standards and criteria for civil air defense construction and daily management. Participate in the creation of local standards, criteria, and procedures related to civil defense.

3. Construct, operate, and manage essential civil air defense command posts, including alternate and mobile command posts, along with their associated equipment and facilities in Shanghai. Provide guidance and supervision for the construction, operation, and management of command posts at the district, county, sub-district, village, and town levels.

4. Oversee and inspect civil air defense projects for important economic targets in Shanghai. Coordinate and supervise the defense of these critical economic targets. Guide the relevant departments and units responsible for these targets in the development and implementation of defense and rescue plans.

5. Establish and oversee the management of a comprehensive civil air defense and air conditioning early-warning system, civil air defense alarm system, and civil air defense command and communication system in Shanghai. Construct and manage civil air defense evacuation bases. Organize civil air defense drills and trial alarms.

6. Supervise and manage the construction, maintenance and removal of civil defense projects in Shanghai. Conduct administrative examinations and approvals for the construction of air defense basements in civil buildings. Establish and maintain a credit system for the civil defense industry. Develop and submit professional audits and plans for special civil defense investment projects. Manage safety and quality supervision agencies responsible for civil defense projects in Shanghai.

7. Coordinate and manage the development and utilization of civil defense projects across Shanghai. Participate in the review of underground space development and utilization plans. Supervise and manage the development and utilization of underground spaces, ensuring their compatibility with civil defense requirements. Oversee the daily functionality of civil defense features within civil defense projects.

8. Organize relevant departments and units to establish and enhance mass air defense organizations and professional civil defense teams. Provide guidance for the installation of necessary equipment and conduct relevant trainings. Develop and manage civil defense volunteers, as well as establish and manage specialized civil defense rescue teams. Participate in on-site chemical detection and evaluation for dangerous chemical accidents and radioactive contamination accidents (including nuclear terrorist attack accidents), propose appropriate countermeasures and recommendations, and actively engage in accident response operations. Additionally, organize the emergency capabilities of the civil defense system to assist in earthquake response and other rescue and relief efforts, providing command communication services as needed.

9. Undertake overall planning and coordination for the construction and management of emergency shelters in Shanghai. Organize the preparation and modification of plans for emergency evacuation and the enabling of emergency shelter facilities.

10. Coordinate and facilitate scientific and technological research, academic exchanges, and technological advancements in the field of civil air defense. Organize, coordinate, and guide public awareness campaigns, education, and training initiatives related to civil air defense and other civil defense matters. Collaborate with communities, schools, organizations, enterprises, and public institutions to promote civil defense construction work. Provide guidance and oversight to communities and basic units in conducting civil air defense drills and training exercises.

11. Organize, guide, coordinate, and implement administrative law enforcement activities for civil defense in Shanghai. Ensure the proper supervision and inspection of relevant administrative law enforcement work. Accept and review administrative reviews related to civil defense and respond to administrative proceedings.

12. Carry out additional responsibilities as assigned by the Shanghai Municipal Commission for National Defense Mobilization.

13. Fulfill any other tasks as may be assigned by the Shanghai Municipal People’s Government.
