Shanghai Municipal Bureau of Statistics

The Shanghai Municipal Bureau of Statistics is responsible for a range of functions, internal structures, and staffing, as specified by relevant regulations. According to the provisions outlined in the Circular of the General Office of the CPC Central Committee and the General Office of the State Council on the Printing and Issuing of the Proposal of the Shanghai Municipal People’s Government for Institutional Reform (TZ [2008] No. 17), the Shanghai Municipal Bureau of Statistics was established as a direct institution under the Shanghai Municipal People’s Government.


Main responsibilities are as follows:

1. Enforce guidelines, policies, laws, regulations, and rules related to statistics. Conduct research and draft local regulations and rules on statistics, taking into account the specific circumstances of the Municipality, and ensure their effective implementation. Develop normative documents, policies, and plans regarding statistics and oversee their implementation. Organize, guide, and coordinate statistics-related work within the Municipality to ensure the authenticity, accuracy, and timeliness of statistical data.

2. Establish and enhance the system of national accounts for the Municipality. Develop and implement the Municipality’s national accounts system in accordance with the unified national system. Carry out the accounting of the Municipality’s Gross Domestic Product (GDP) and compile necessary materials related to national accounts.

3. Collaborate with relevant departments to organize and conduct major censuses, as mandated by the state, on important national conditions and indicators such as population, economy, and agriculture within the Municipality. Compile, consolidate, and provide statistics on the Municipality’s conditions and indicators.

4. Organize and conduct statistical surveys on various sectors including agriculture, forestry, animal husbandry, fishery, industry, construction, wholesale and retail trade, hotels and catering services, real estate, leasing and business services, residential services, cultural activities, sports and entertainment, transportation and logistics, warehousing, computer services, software, technology exchange and promotion services, and social welfare. Collect, compile, and provide statistics related to these surveys. Additionally, comprehensively consolidate and provide essential municipal statistics covering geological exploration, tourism, transportation, postal services, education, healthcare, social security, public utilities, finance, government finance, tax revenue, and more.

5. Organize and carry out statistical surveys on energy, fixed-asset investment, consumption, prices, income, science and technology, population, labor force, and basic indicators of social development and the environment. Collect, compile, and provide statistics on these surveys. Additionally, comprehensively consolidate and provide fundamental municipal statistics related to resources, housing, foreign trade, foreign economy and more.

6. Evaluate, verify, manage, and publish municipal statistics and related materials in a unified manner. Regularly publish statistics on the national economy and social development within the Municipality. Establish information sharing and release systems for statistics in the service industry.

7. Analyze, forecast, and supervise statistics related to the national economy, social development, scientific and technological progress, resources, environment, and other relevant areas. Provide statistical data and consulting advice to the CPC Shanghai Municipal Committee, Shanghai Municipal People’s Government, and relevant departments. Collect and consolidate basic statistics from the country, provinces (regions, cities), and major cities nationwide and conduct comparative studies.

8. Inspect the implementation of statistical laws, rules, and regulations. Investigate and take legal action against illegal statistical activities. Review and approve (put on record) statistical surveys conducted in the Municipality. Supervise and manage foreign-related surveys within the Municipality in accordance with legal requirements. Provide guidance for professional statistics and infrastructure development in grassroots statistical work. Establish and enhance a reviewing, monitoring, and assessment system for statistical data quality. Conduct reviews, monitoring, and assessments of major statistics.

9. Establish and manage the municipal statistics automation system and statistics database system. Develop basic standards and operation rules for statistics databases and networks at the district, county, and department levels within the Municipality. Provide guidance for the construction of statistics informatization systems at the district and county levels.

10. Provide support to districts and counties in managing directors and deputy directors of statistics bureaus at the district and county levels. Guide the development of a professional statistics team in the Municipality. Collaborate with relevant departments to organize qualification examinations, conduct post assessments, and handle appointments and professional qualification recognition in the field of statistics. Manage special infrastructure investments and funds provided by the central government for statistical work.

11. Collect and consolidate international statistics. Organize and facilitate international exchanges and cooperation projects related to statistical work. Coordinate international statistical exchanges and collaborative projects.

12. Handle the acceptance and processing of relevant administrative reviews and responses to administrative proceedings.

13. Carry out any other tasks assigned by the Shanghai Municipal People’s Government.
