Shanghai Municipal Commission of Economy and Informatization

According to the provisions stated in the Circular of the General Office of the CPC Central Committee and the General Office of the State Council on Printing and Issuing the Proposal of Shanghai Municipal People’s Government for Institutional Reform and Functional Transformation (TZ [2014] No. 20), Shanghai Municipal Commission of Economy and Information was established as a department under the Shanghai Municipal People’s Government. Additionally, it operates under the name “Shanghai Municipal Office of Science, Technology, and Industry for National Defense.”


Main responsibilities are as follows:

1. Enforce the laws, regulations, rules, guidelines, and policies related to industry and informatization. Conduct research and formulate local regulations, rules, and policies concerning industry and informatization. Collaborate with relevant entities to ensure the implementation of these regulations, rules, and policies.

2. Develop special development plans and annual plans for industry, informatization, and producer services in ment with Shanghai’s overall national economic and social development plan. Formulate and oversee the execution of the mid-and long-term plans and annual plans for industrial restructuring in Shanghai, and advance the fulfillment of the restructuring goals and tasks. Work in coordination with relevant departments to determine the spatial layout for industry and producer services. Formulate industrial policies in the areas of industry, producer services, and informatization, and ensure their implementation. Provide guidance and support for the development of industry and information, in accordance with national industrial policies and Shanghai’s industrial development plan. Promote the deep integration of informatization and industrialization.

3. Monitor and analyze the developments in the industry and information sectors. Provide statistical data and release relevant information. Conduct forecast and early warning activities, as well as information guidance. Coordinate and address issues that arise in industrial operation and development, and offer policy recommendations. Take charge of emergency management in the industry and informatization fields, industrial security, and national defense mobilization. Oversee the administration of the salt industry. Participate in managing medicine reserves and coordinating the production of essential medicines. Collaborate with relevant departments to organize the production, storage, allocation, and transportation of goods and materials necessary for coping with natural disasters (if any). Cooperate with relevant departments in combating monopolies.

4. Provide recommendations on the scale and direction of fixed asset investment in the industry and informatization sectors of Shanghai. Organize and plan major industrial and informatization projects within the authority granted by the Shanghai Municipal People’s Government. Collaborate with relevant departments to organize and manage the implementation of government-funded industrial and informatization projects. Centralize the management and conduct professional reviews of expenditure budgets for informatization projects of municipal departments at the same level as the Shanghai Municipal Commission of Economy and Informatization. Develop annual budget project plans in the field of informatization. Provide opinions, as the governing institution, on municipal construction and financial informatization projects. Work with relevant departments to oversee the utilization of foreign investment in the industrial and informatization sectors, promote foreign cooperation and exchanges in these sectors, and organize and coordinate matters related to the China International Industry Fair.

5. Guide and facilitate technological innovation and advancement in various sectors. Promote the adoption of advanced technologies in the upgrading of traditional industries through technical reforms. Implement major national and local science and technology projects in the industry and information fields. Foster collaboration between industry, universities, and research institutions to facilitate the industrialization of research achievements. Coordinate quality management in the industrial and informatization sectors of Shanghai and promote branding strategies. Undertake standardization efforts, including the development and drafting of relevant local standards, and ensure the implementation of national, industrial, and local standards. Support the development of new materials, software, information services, and emerging industries. Promote the integrated development of venture capital firms, industrial investment funds, and industries.

6. Develop policies to promote energy conservation, resource utilization, and clean production in the industrial and informatization sectors and organize and coordinate the implementation of these policies. Facilitate the popularization and application of relevant major demonstration projects, as well as new products, technologies, equipment, and materials. Comprehensively coordinate efforts related to energy conservation, emission reduction, and recycling transformation in industrial parks.

7. Organize and facilitate the optimization of urban and rural industrial layouts, the revitalization of aging industrial areas, and the modernization of industries, and foster the growth of the creative industry and industrial design sector, in accordance with the comprehensive national economic and social development plan, as well as the industrial development guidance and policies of Shanghai. Develop medium and long-term plans for the construction of industrial parks, and collaborate with relevant departments to establish standards for industrial land. Encourage the concentration of industrial projects within these parks and make necessary adjustments to their layout. Coordinate the overall construction and development of industrial parks.

8. Establish an inclusive work system that caters to all enterprises across society. Enhance services specifically for central enterprises in Shanghai. Provide guidance and support for the development of the private economy and small and medium-sized enterprises (SMEs). Foster the creation of a comprehensive service system to facilitate the growth of the private economy and SMEs. Coordinate and address significant challenges faced by the private economy and SMEs, while improving overall industrial management.

9. Foster the advancement of producer services and promote the integrated development of the service and manufacturing industries. Develop and enhance a statistical and monitoring system specifically for producer services. Strengthen the establishment of functional zones dedicated to producer services. Foster the growth of key sectors within producer services that are closely linked to manufacturing, such as Engineering, Procurement, and Construction (EPC), supply chain management, and e-commerce.

10. Monitor and coordinate the daily operations of coal, electric power, and oil throughout society. Collaborate with relevant departments to ensure the safe functioning of electric power generation, supply, and utilization. Participate in guiding, managing, coordinating, and promoting the comprehensive utilization of energy resources.

11. Take a holistic approach to planning and advancing the informatization initiatives in Shanghai. Work alongside relevant departments to coordinate and resolve major issues encountered during the informatization process. Organize and facilitate the coordination of information applications across various departments, industries, and fields. Provide guidance, coordination, and support for the development of a smart city, facilitating the integration of informatization in all economic and social sectors. Organize and oversee informatization-related publicity, training, popularization, and education efforts, as well as the planning and projection of information professionals.

12. Provide guidance, coordination, and promotion for the development and utilization of information resources in Shanghai. Develop comprehensive plans to foster the collection, processing, exchange, sharing, development, application, and openness of strategic, fundamental, and public information resources. Conduct research and formulate plans and policies for the development of big data, ensuring their effective implementation. Coordinate the implementation of national and local data specification standards, while guiding and promoting the development and application of big data across all social and economic domains. Drive the growth of the big data industry in Shanghai.

13. Take charge of planning, coordinating, and managing the construction of information infrastructure in Shanghai. Organize and provide guidance to relevant departments in developing plans for communication pipelines, public communication networks, and private information networks. Undertake the necessary management responsibilities in this regard. Coordinate significant events related to social public interests in the telecommunications market and ensure interconnectivity among information networks that span across departments and industries with the objective of serving society.

14. Organize and coordinate the establishment of an information security guarantee system. Provide guidance and coordination for information security protection efforts. Coordinate and handle major incidents concerning information security. Collaborate with relevant departments to enhance supervision and administration of network information security technologies, equipment, and products. Undertake specific responsibilities of the City Network & Information Security Coordination Group of Shanghai Municipality.

15. Organize, coordinate, and promote the development of the smart card industry. Take the lead in organizing, coordinating, and guiding the implementation of major smart card application projects while fostering the overall adoption of smart card technology. Facilitate the growth of the bankcard industry and promote diverse applications utilizing bankcards. Drive the industrialization and application of technologies such as RFID (Radio-Frequency Identification).

16. Facilitate the establishment of a comprehensive social credit system encompassing both individuals and legal entities, covering all aspects of social and economic life. Promote and develop a robust social credit system by organizing, coordinating, and driving the recording, sharing, disclosure, and utilization of credit information resources. Foster the growth and evolution of the credit service industry. Coordinate and facilitate the cultivation of a culture centered on trustworthiness. Organize and promote the development of professionals in the field of credit. Coordinate and promote the construction of a cross-provincial credit system.

17. Organize, coordinate, and ensure the fulfillment of national defense scientific research and production tasks in Shanghai. Drive the construction of a weaponry scientific research and production system that integrates military and civilian purposes. Foster the development of core competencies in the defense industry. Supervise the progress of special projects, management of technological bases, security and confidentiality management, and safety production in the fields of science, technology, and defense industry in Shanghai. Provide guidance, coordination, and support for the development of aviation, aerospace, shipbuilding, nuclear power, and other industries in Shanghai.

18. Assume responsibility for radio administration in the Municipality.

19. Handle the acceptance and review of relevant administrative cases and respond to administrative proceedings as required.

20. Fulfill any other tasks assigned by the Shanghai Municipal People’s Government.
