Technology Entrepreneurship Foundation for Graduates

Means of Support

By means of investment subsidy, the foundation supports qualified college students to set up technological enterprises (in which they are the main initiators) for the first time with their independently developed technologies.

1. Eyas Program: The subsidy mode in which Shanghai Technology Entrepreneurship Foundation for Graduates entrusts financial institutions to grant interest-free micro-credit loans to entrepreneurs. It is applicable to all kinds of startup projects in need of small-amount funds and boasting some guarantee of cash flow. The maximum amount of subsidy is RMB 300,000. The subsidy period is 3 years. The entrepreneurs should repay the principal in equal installment for 36 months.

2. Eagle Program: The subsidy mode in which Shanghai Technology Entrepreneurship Foundation for Graduates entrusts incubators to invest in the startups in the form of shareholding. The incubators will not be provided with shareholders return. This mode is applicable to startup projects with extensive technological contents, innovative business mode or great growth potential. The maximum amount of subsidy is RMB 500,000. The subsidy period is 3 years. The incubators will not participate in the dividend sharing and will return the shares hold by them at the original price upon the expiration of subsidy period.

Application Conditions

1. University graduates with Chinese nationality within eight years of graduation (including graduates from junior colleges, graduates with Bachelors, Masters or Doctors degrees and overseas returnees), or university students with Chinese nationality (including junior college students in the third grade, senior college students in the fourth grade, postgraduate students and doctoral students);

2. To apply for the subsidy, the applicant will meet the following conditions:

(1) The applicant shall establish a startup enterprise and be the natural majority shareholder and legal representative of the enterprise;

(2) The enterprise shall be registered in Shanghai within the last three years;

(3) The applicant should be a full-time entrepreneur;

(5) The enterprise shall be registered in Shanghai within the last three years;

(6) The self-raised funds of the enterprises enjoying the subsidy under the Eagle Program must be higher than the angel fund subsidy from the foundation, and must be paid-in capital in the form of currency.

Handling Procedure

1. Application: The applicant logs on the website of the foundation (www.stefg.org), enters the project application system, selects the accepting branch, registers and fills in the information of the startup project and the applicant;

2. Initial review: The applicant goes to the accepting branch for interview for the startup project and the branch conducts the initial review;

3. Review: The applicant attends the interview at the foundation, and the angel fund evaluation experts hired by the foundation review the applicants startup project;

4. Publicity: The project will be publicized on the website of the foundation if it has passed the review;

5. Project approval: The applicant fills in the project approval materials after obtaining the approval of the branch. Based on the suggestion of approval put forward by the branch, the foundation reviews and approves the proposed project. The applicant then signs the subsidizing agreement and the foundation entrusts a bank to grant the loan.

6. Loan granting and transferring: For the Eyas Program, the Technology Entrepreneurship Foundation for Graduates entrusts banks to grant loans. The applicant goes to the designated bank to sign the loan entrusting agreement according to the notice, the subsidizing documents and other documents. After the credit information is verified as good, the bank will officially grant loans (the applicant should transfer all the subsidy within 5 days of receiving such subsidy to the account of the startup enterprise, and upload the voucher of transfer to the project application system of Technology Entrepreneurship Foundation for Graduates). For the Eagle Program, the foundation entrusts the incubators holding shares of the startup to transfer the subsidy to such startup, and then the latter should go through the industrial and commercial registration change. After receiving the loan, the applicant shall use it for the implementation of startup projects and the operation and development of the startup enterprises. They may not use it for personal or other purposes in any form;

7. Repayment and exit: The applicants enjoy subsidy under the Eyas Program should repay the principal in equal installment every month, repaying all principal from the angel fund upon the expiration of subsidy or in advance and exit the program. The applicants enjoying subsidy under the Eagle Program should refund the subsidy funds at original price. Those failing to repay all funds or exit the program (including those entrepreneurs failing to exit based on the original price as demanded by the Technology Entrepreneurship Foundation for Graduates and its branches) will be punished according to the Measures for Management of Credit Information of Entrepreneurs and Startups Subsidized by Shanghai Technology Entrepreneurship Foundation for Graduates.
