Supporting methods

A one-off subsidy of RMB100,000 for each of projects approved, primarily for compensating the R&D expenses in the year before the date of declaration. And district government should offer supporting funds to projects recommended within their jurisdiction not less than the actual municipal subsidy granted to the projects.

Application conditions

1. Objects to support: New-generation information technologies, high-end equipment manufacturing, biological industry, new energy, new materials, energy conservation and environmental protection, new-energy vehicles and other strategic emerging industries, as well as small- and medium-sized technological enterprises in the field of science and technology services. For the science and technology service industry, supporting focus is on technology transfer, technological new media and other professional science and technology services.

2. Requirements for applicants: Small- and medium-sized unlisted technological enterprises registered in this city with independent legal person status, without intellectual propertydisputes or bad records.

1) Company revenueof previous year is not over RMB20 million;

2) The total number of employees shall not exceed 300, among which the proportion of scientific and technological personnel directly engaged in research and development is not less than 10%

3) R&D expenses in the previous year account for not less than 5% of the annual revenue. As of the date of application, the R&D expenses used is not less than RMB400,000 (R&D expenses covered by the innovation financial subsidy doesn’t count), and the record (detailed accounts) of R&D expenses all finished should be provided; 

4) The enterprise shall receive the same innovation funding for no more than three times.

Enterprises enjoying innovation financial subsidy and meeting one of the following conditions are not to be supported: 1) Projects to be approved are still under implementation, and still to be accepted as of December 31, 2018; 2) the projects to  be approved are not qualified and have been existing less than 3 years; 3) the projects to  be approved are terminated, and have been existing less than 5 years.

Those having been the principal of 2 or more on-going projects under the science and technology program of the Shanghai Municipal Science and Technology Commission are not entitled to be the principal of the project applied.

Procedures of Business Handling

1. Log on the portal of “Shanghai, China” (www.shanghai.gov.cn), and go to One-Stop Online Application - Enterprise Services - http://czkj.sheic.org.cn/ to fill in and submit online the Annual Report of Shanghai Technological Enterprise Statistics and the application,  and upload the relevant supporting materials as the attachment:

-[Account registration] go to the page of registration for entity registration, and then the registration of application account (for the entity registration, check with the “FarenYizhengtong”);

-[Filling for the first time] Log on the system with the application account number and go to the page of application guide. Click on the relevant guide theme and start applying; 

-[Continuous filling] Log on with the registered application account number and password and continue the filling;

2. The district science and technology administrative department conducts initial review on projects applied within their jurisdiction, select the outstanding ones to recommend and form the Summary of Project Preliminary Review and Recommendation Opinions;

3. Enterprise obtaining the subsidy for projects proposed to be approved should submit the written materials (in duplicate) to the science and technology administrative department in place where it is registered. Such materials with all necessary signatures and stamps and consistent with the electronic documents submitted online in contents are deemed as valid;

4. Enterprises should submit their written materials for their projects at the business hall of the Shanghai Municipal Science and Technology Commission.

The specific time is subject to the application guide of the current year. For the year 2019, the online application starts from 9:00 a.m. on Jan. 10, 2019, and ends at 16:30 on Jan. 29, 2019.

Documents required

Application form and appurtenant materials needed:

1) Business license of the enterprise legal person(with the unified social credit code);

2)  Thefinancial statementsof the enterprise for the past two years and the latest month, containing the balance sheet, the income statement and the statement of cash flow;

3)  Proof of investment and expenditure of funds raised by the enterprise itself: For technological innovation projects, the accounting voucher list (detail accounts) for all technological innovation investment made should be submitted;

4)  For products under national monopoly and control and in special industries, the approval certificate issued by the competent department should be attached. New drug R&D projects are subject to the clinical permission, or relevant lab report needed for applying for clinical permission;

5) Other supporting materials as deemed necessary by the enterprise.
