Division of authority	Shanghai High-tech Achievement Transformation Project Accreditation Office is responsible for reviewing and approving and supervising the accreditation of high-tech achievement transformation projects in Shanghai.   Shanghai Technopreneurship Center (Shanghai High-tech Achievement Transformation Service Center and Shanghai Torch High-tech Industry Development Center) is responsible to accepting the application and organizing accreditation of high-tech achievement transformation projects.   The technological competent department of Pudong New Area and the government administrative agency of the authorized branches of Zhangjiang Hi-Tech Industry Development Zone are responsible for accepting the application and organizing the accreditation of high-tech achievement transformation projects undertaken by enterprises and public institutions within their respective jurisdiction.   The technological competent department of each of the districts is in charge of initial review, recommendation and process management of and consultation for high-tech achievement transformation projects in their jurisdiction.   The enterprises and groups should support the district technological competent department in terms on initial review, recommendation and process management  of and consultation for high-tech achievement transformation projects in their jurisdiction.

Legal Basis

Article 12 of the Regulations of Shanghai Municipality on Scientific and Technological Progress (approved at the 28^th Session of the Standing Committee of 10^th Shanghai Peoples Congress on June 20, 1996, amended for the first time by the Decision on Amending the Regulations of Shanghai Municipality on Scientific and Technological Progress at the 20^th Session of the Standing Committee of 11^th Shanghai Peoples Congress on July 13, 2000, and amended for the second time at the 21^st Session of the Standing Committee of the 13^th Shanghai Peoples Congress on September 17, 2010): High-tech enterprises and high-tech achievement transformation projects accredited according to relevant national and municipal regulations are entitled to certain preferential policies of the state and the city.

 

Procedures of Accreditation of High-tech Achievement Transformation Projects in Shanghai (Amendment)(HK [2009] No.586 specifies: All projects transforming the high-tech achievement with sample products, machines or services formed could apply for the accreditation of high-tech achievement transformation in Shanghai. Its Shanghai High-tech Achievement Transformation Service Center that responsible for accepting such application.

(1)  Handling process: The applicant registers, fills in information and submit the application online. Each of the district technological competent departments conducts initial review on the application materials. Shanghai Technopreneurship Center carries out the formal examination of projects passing the initial review, and projects surviving that examination would go through online review by experts. Opinions of experts would be reported to Shanghai Review Committee for High-tech Achievement Transformation Projects (hereinafter referred to as the Committee) for approval. Projects surviving would be reported by Shanghai Technopreneurship Center to Shanghai High-tech Achievement Transformation Project Accreditation Office for review and final determination.

Applicants registered in Pudong New Area or the authorized pilot branches of Zhangjiang Hi-Tech Industry Development Zone submit the application materials to the technological competent department of Pudong New Area or the accepting window of the government administration agency of such branch for review. Both the technological competent department of Pudong New Area and government administration agency of the authorized pilot branches of Zhangjiang Hi-Tech Industry Development Zone apply the online project review system and expert database of Shanghai Municipal Science and Technology Commission, and organize experts to review the projects applied regularly according to the handling schedule.  Based on the result of expert review, projects should be accredited on time, and reported to  Shanghai High-tech Achievement Transformation Project Accreditation Office for filing.

The high-tech achievement transformation projects to be accredited would be announced on the website http://stcsm.sh.gov.cn/ and  http://www.shtic.com for 5 days. In the case of no objection after announcement, the Shanghai High-tech Achievement Transformation Project Accreditation Office is to produce the project certificates and grant the certificates at the project certificate granting meeting.

The applicant shall, in accordance with law, enjoy the right to know, to make a statement, to defend and to keep secret, and shall have the right to apply for administrative reconsideration or bring an administrative lawsuit.

 

The applicant shall have the following obligations according to laws:

1. Truthfully submit the relevant materials and reflect the true information, and be responsible for the authenticity of the substantial contents of the application materials.

2. The obligation to accept and cooperate with supervision and inspection in accordance with law. The projects enterprise must fill in the dynamically tracked information of project transformation carefully and truthfully as required within the validity period of the project.

Question:Is there any charge to apply for accreditation of high-tech achievement transformation projects?

 

Answer: Its free of charge.

Question:  In what stage could the project apply for accreditation of high-tech achievement transformation projects?

Answer: Projects with sample products, machines, in small trial production, medium-sized trial production and small-lot production could apply, but those with mature products (services) sold in large scale are not entitled to.

Question: What are the requirements for testing reports of products produced in the projects?

Answer: Product quality and performance testing report issued by the third-party qualified testing institutions in the last 2 years, accompanied by the qualification certificate of such institution. The name of product tested on the report should be the same as the name of the project applied.

Question: What preferential policies are available for high-tech achievement transformation projects accredited?

Answer: For the high-tech achievement transformation projects accredited, the enterprise could apply for Shanghai special fiscal subsidy for high-tech achievement transformation, title appraisal in talent introduction and high-tech achievement transformation and other preferential treatments, within the validity period, according to Suggestions on Further Promoting the Transfer and Transformation of Scientific and Technological Achievements (HFBF [2015] No.46). 

 

Question: Is it necessary for the applying enterprise to be accredited as high-tech enterprise first, so as to apply for the accreditation of high-tech achievement transformation project?

Answer: To apply for the accreditation of high-tech achievement transformation project is not limited to high-tech enterprises. They are different supportive policies. High-tech achievement transformation projects only involve the projects applied by the enterprise. It doesnt require that the applying enterprise apply for accreditation of high-tech enterprise.

1. Common mistake:Failing to pay attention to the unit of the amount when filling in the Accreditation Application.

Correct action: Amounts in the Accreditation Application are in RMB10,000.

2.Common mistake: The time of establishment filled in theTable of Basic Enterprise Information is inconsistent with that in the business license.

Correct action: Fill in the establishment date in the business license.

3. Common mistake: Write the name of the enterprise in the field of testing institution in the Table of Basic Project Information.

Correct action: Fill in the name of the institution issuing the testing report.

4. Common mistake: Write the awards of the enterprise of other projects in the fields of national and provincial and ministerial approvals and project awards in  the Table of Basic Project Information.

Correct action: These fields should be filled in with the approvals and awards obtained by the very project, and accompanied with supporting documents as annex.

5. Common mistake: Tick the Yes under the special industry or project subject to compulsory accreditation or not in theTable of Basic Project Information, without supporting materials.

Correct action:  In the case of the project being special industry or project subject to compulsory accreditation, tick the Yes and provide supporting materials.

6. Common mistake: The field of technology filled in the Table of Basic Project Information is inconsistent with the corresponding contents of the core technologies listed in the Technical Innovation Status of the Project, against the third-level subcatalog of the Field of Technology.

Correct action: The description should be consistent and correspond to the contents of the third-level subcatalog of the Field of Technology.

7. Common mistake: The phrase of the project in the Table of Basic Project Information doesnt conform with that in the Project Transformation Plan.

Correct action: Indicate the transformation phase of the project consistently.

8. Common mistake: The name of IP, patents (registration number), authorization date and other information in theIntellectual Property Summary under the Intellectual Property Status of the Project is inconsistent with that in the supporting documents of the intellectual property as the annex.

Correct action: Information filled in the Intellectual Property Summary should be consistent with that in the supporting documents of the intellectual property related to the project, including the name and type of intellectual property, name of patent (registration number), authorization date and the number of intellectual properties.

9. Common mistake: In terms of economy and social benefit predication in the Analysis and Predication of the Market of the Product, the amount of output in the economic benefit form is without a unit.

 

Correct action: The output must be with a unit based on the practical situation, or it is unable to show the true quantity.

10. Common mistake: The principal person in charge of the project indicated in the  Overview of Implementation Unit and Team is not listed in the Main Participants in the Development and Transformation of the Results.

Correct action: The principal person in charge of the project should be listed in the Main Participants in the Development and Transformation of the Results.

11. Common mistake:The Main Participants in the Development and Transformation of the Results is not signed or affixed with official seal of the enterprise.

Correct action: The form must be carefully checked by the main participants for personal information and signed, and affixed with the official seal of the enterprise.

12. Common mistake: The abbreviation of the employer is filled in the Main Participants in the Development and Transformation of the Results.

Correct action: The name of the employer in the business license issued by the industrial and commercial administrative department to the enterprise legal person, or the name of certificate of legal person of public institution issued by the registration administration department of public institutions  should be filled in.

13. Common mistake: The project name is not specific in the Accreditation Application.

Correct action: The project name in the Accreditation Application should be specific and be certain product or service. In the case of product with specific specification and model, the project name should indicate the specification and model. If the product is subject to national compulsory accreditation, the project name should be in line with that in the permit. Where the project is the name of a certain product or service, and project name shouldnt contain words like and, as well as and series.

14.Common mistake: The field of technology selected in the Accreditation Application doesnt match the field of core technology of the project.

Correct action: The field of project means that the core technology of the project is within the scope specified in the High-Tech Areas under Primary Support by the State. And the applying enterprise should determine the application field, considering the core technology of the project and against the High-Tech Areas under Primary Support by the State, list the contents of the core technology against the third-level subcatalog of theField of Technology, and explain the reason of meeting the requirements.

15.Common mistake: The number of field of technology in the Accreditation Application is inconsistent with the field description.

Correct action: The number of field of technology in the Accreditation Application should beconsistent with the field description.

16.Common mistake: The financial position supporting documents uploaded by the applicant are without official seal of the enterprise or are the duplicate.

Correct action:  The financial position supporting documents uploaded by the applicant should be affixed with official seal of the enterprise and be the original.

17.Common mistake: The testing report submitted by the applicant was issued more than two years ago, and the name of product tested is not the name (model) of the project.

Correct action: The testing report submitted by the applicant should be issued within the previous two years, and the name of product tested should be the name (model) of the project.

18.Common mistake: The applicant submits the software product registration and testing report as the testing report.

Correct action: The testing report submitted by the applicant should be the quality and performance testing report. For example, in the case of a software product, the applicant should submit the performance testing report, instead of the software product registration and testing report.

19.Common mistake: The testing report submitted by the applicant is not affixed with the qualification seal of the third-party testing institutions.

Correct action:  The testing report submitted by the applicant should be affixed with the qualification seal of the third-party testing institutions.

20.Common mistake: The client of the testing report is not the applying enterprise and there is no explanation.

Correct action: If the client of testing report is not the applying enterprise, a document should be supplemented to explain and the relevant contract and other supporting materials should be submitted.

21.Common mistake: The product applied fails to be affixed with the qualification seal of the third-party testing institution due to problems like standards.

Correct action: Where the product applied fails to be affixed with the qualification seal of the third-party testing institution due to problems like standards, the qualification certificate of the third-party testing institution and written explanation by the applying enterprise should added as the annex. 

22.Common mistake: Medicine, medical apparatus and instruments, pesticides, measuring instruments, pressure vessels, post and telecommunication and other products subject to special industrial management requirements are applied, but the project name and model are not in line with that in the permit and registration certificate.

Correct action: Medicine, medical apparatus and instruments, pesticides, measuring instruments, pressure vessels, post and telecommunication and other products subject to special industrial management requirements applied must be accompanied by the production permit. Products subject to national compulsory accreditation should be attached with the certificate of products subject to the compulsory accreditation. The project name and model reported should be in line with those in the permit or registration certificate. The model of the single-model product should be covered in the product name and that of the multi-model product should indicated in the brackets.
