1. What is the Sino-French “1 000 interns” Program?

Answer: In order to enhance the friendly interactions between China and France, promote the international exchange among young university students between the two countries, broaden the international visions of young people and enhance their working ability, the Chinese and French governments signed the Agreement Between the Government of the People’s Republic of China and the Government of the French Republic on Sino-French “1 000 interns” Program on November 2, 2015. According to that Agreement, Chinese interns can apply for internship in France and also French interns can apply for internship in China.

2. What is the basis for the Sino-French “1 000 interns” Program?

Answer: The Notice of the General Office of the Ministry of Human Resources and Social Security on Implementing the Matters Related to the Sign-French “1 000 interns” Program (RSTF [2016] No. 46)

3. Which examination subjects and application conditions are applicable where French interns covered by the Sino-French “1 000 interns” Program apply for the work permit for foreigners?

Answer: (1) French college students who have completed at least two years of higher education, or young French graduates who have obtained a French or Chinese diploma in higher education (including “BTS” and “DUT”) for less than one year and wish to go abroad to obtain their first professional experience; 

 (2) They are adults under 30 years of age;

 (3) They have a definite internship unit which is operating normally and carrying out activities according to law within the administrative area of this Municipality;

 (4) The internship period should be not less than three months and not more than six months, and cannot have employee status at the same time;

 (5) They are free of criminal record; 

 (6) They are healthy;

 (7) They have valid passports or other international travel documents that can replace the passports;

 (8) Other conditions imposed by applicable laws and regulations.

4. How long will French interns covered by the Sino-French “1 000 interns” Program take to process the matters related to the work permit for foreigners working in China?

Answer: With respect to the application for the Notice for the Work Permit for Foreigners: Pre-review period: 5 working days (from the time of submission of completed and satisfactory materials; the pre-review and the acceptance will be carried out at the same time); Review period: 10 working days (when the materials are accepted on line); The accepting authority or the approval body may approve the extension of the period in certain special circumstances.

If the Notice for the Work Permit for Foreigners has been granted, when the applicant applies for the Foreigner’s Work Permit: Pre-review period: 5 working days (from the time of submission of completed and satisfactory materials; the pre-review and the acceptance will be carried out at the same time); Review period: 10 working days (when the materials are accepted on line); The accepting authority or the approval body may approve the extension of the period in certain special circumstances.

5. Where are the applications by the French interns covered by the Sino-French “1 000 interns” Program for the work permit for foreigners accepted?

6. Which materials are required from the French interns covered by the Sino-French “1 000 interns” Program to apply for the Notice of Work Permit for Foreigners?

Answer: (1) Application Form for the Foreigner’s Work Permit in China, which can be completed and printed online; after it has been signed by the applicant (it can be duplicated or faxed), it will be stamped by the employer and uploaded to the system;

 (2) The applicant’s front bareheaded photos within 6 months: recent bareheaded electronic photos, white background, no frame, complete facial features, clear images, no spots, flaws, ink defects. It is not recommended to wear hats, headscarves and other accessories. If you have to wear them for religious reasons, you should ensure that they do not cover the whole face of the applicant.

 (3) The valid tripartite agreement executed among the employer, the intern and the college (in case of a student studying in the college) or executed among the employer, the intern and China Culture Center (for young graduates) (copy); 

 (4) The internship confirmation letter issued by China Culture Center (original and copy);

 (5) The Certificate of no criminal record: the certificate should be issued by the police, the security department, or the court of the nationality state or the place of habitual residence and accredited by the overseas embassy or consulate of China or the foreign embassy or consulate in China (original and copy)

 (6) The international medical insurance certificate and the civil liability insurance certificate valid for the internship period (copy);

 (7) The passport or international travel permit of the applicant: the information page of the passport or international travel permit; and the remaining valid period of the passport shall be not less than 6 months. and the remaining valid period of the passport shall be not less than 6 months; (copy)

(8) Other materials: the materials additionally required by the accepting authority or the deciding authority where appropriate.

7. Which materials are required for the French interns covered by the Sino-French “1 000 interns” Program to apply for the work permit for foreigners?

Answer: (1) Application Form for the Foreigner’s Work Permit in China: After entering China, complete the information necessary to apply for the Foreigner’s Work Permit in the Application Form for the Foreigner’s Work Permit in China, and upload it to the system upon signature and seal; (original)

(2) The valid Notice for the Work Permit for Foreigners marked with “internship” (copy)

(3) The valid tripartite agreement executed among the employer, the intern and the college (in case of a student studying in the college) or executed among the employer, the intern and China Culture Center (for young graduates) (copy);

(4) The applicant’s certificate of physical examination: the certificate of verification on physical examination or the certificate of health examination for foreigners issued by China’s inspection and quarantine authority within 6 months; (copy)

(5) The applicant’s valid visa or residence permit: Visa page, latest entry signature page, or the information page of the residence permit of the passport (or of the international travel certificate).

(6) The passport or international travel certificate: Information page of the passport or of the international travel certificate and the remaining valid period of the passport shall be not less than 6 months; (original and copy);
