Means of Support 

For the honor and financial rewards granted to the recipients of Shanghai Science and Technology Award for Technical Invention, please refer to the notice in the current year. The award is divided into three grades: the first award, the second award and the third award. The top award can be granted to citizens or organizations that have made particularly important technical inventions.

Application Conditions

1. Shanghai Science and Technology Award for Technical Invention is granted to citizens or organizations that use scientific and technological knowledge to make major technical inventions in terms of product, process, material, system, etc.

2. Technologies that rely solely on personal experience, skills, and techniques and are not repeatable are qualified to apply for the award. A major technical invention should meet three conditions: it has not been invented or publicized by any other person before; it is advanced and creative; it has brought about remarkable social or economic benefits after being put into practice;

(1) It has not been invented or publicized by any other person before means that there has never been such an invention at home or abroad, or although there has been such an invention, the primary technological contents have neither been published on any public publications in the world, nor has been used publicly;

(2) It is advanced and creative means that the technological invention is innovative in terms of technological thought, principle or approach compared with similar technologies already existing at home or abroad. It boasts substantial features and obvious progress in technology. It is superior to similar technologies in terms of main performance (trait), economic and technological indicators, scientific and technological level and its role and significance in promoting science and technologies;

(3) It has brought about remarkable social or economic benefits after being put into practice means that the technical invention is already mature, and has already been applied to economic and social development with significant effects;

3. The core technology of a technical invention recommended must have been granted the invention patent, and is accompanied with the IPcertificate. Besides, the whole technology has been put into use for more than 2 years;

4. The candidates’ projects for Shanghai Science and Technology Award for Technical Invention must have gone through necessary scientific and technological achievement registration formalities (For the Guidelines of Scientific and Technological Achievement Registration, please refer to the website of Shanghai Science and Technology Awards.

Handling Procedure

1. Qualification for recommendation

Recommendation by units: The commissions, offices and bureaus of the municipal peoples government, the district peoples governments, group companies and other competent departments or units as identified by the Shanghai Municipal Science and Technology Commission as qualified for recommendation are responsible for recommending projects undertaken by organizations and individuals within their respective jurisdiction; 

Recommendation by experts: A project can be recommended jointly by three experts who are academicians of Chinese Academy of Sciences or Chinese Academy of Engineering or winners of the Shanghai Prize of Science and Technology Heroes, or can be recommended by one winner of the State Preeminent Science and Technology Award of China.

2. List of recommendation published for public supervision

Any project that is recommended for Shanghai Science and Technology Award for Technical Invention must be announced for supervision at the major contributing unit before application. It will be published on the bulletin board or online, for no less than one week. A project can be recommended only if there is no objection or everything is straightened out in the event of objection. The major contributing unit then reports the contents and result of the announcement for supervision to the recommending unit, and the latter should submit them in the form of written report. The list of projects passing the examination of forms will be released for supervision on the website of Shanghai Science and Technology Awards.

3. Recommendation

Each of the units can log on the Shanghai Science and Technology AwardsManagement Platform to fill in and submit the application form. The recommendation number and check code of the recommending unit will be issued separately, and the applying unit should apply to the corresponding recommending unit for its recommendation number and check code.

Required Materials 

1. Recommendation letters in different formats are adopted for projects in different award categories. Recommendation letter shall not contain confidential contents;

2. Recommendation materials should include: 1 set of written recommendation materials (bound volume of recommendation and appurtenant materials (original); the electronic versions of the master document and attachments should be submitted online;

3. Each of the recommending units and referrers should carefully review the authenticity of the recommendation materials, and give written recommendation opinions affixed with the official seals of the recommending units or the referrers.
