Contents of Support

1. Funding for the Leading Talent

(1) Shanghai established special fund for the leading talent. Standards of the fund varied for different types of leading talents in basic research, application development, social science, culture and art, and business management. The work unit, the competent authority or the district government where the talent belongs should provide matching funds at a ratio of no less than 1:1 in general for the leading talent who obtain the special fund;

(2) The special fund should be primarily used in building team led by the leading talent, exchanges, cooperation and trainings at home and abroad, equipment of academic assistants, handling intellectual property issues, sabbatical leave, improvement of work, living and health condition, and addressing particular difficulty. The leading talent enjoys full autonomy in allocating the fund.

(3) The leading talent can apply for the special fund after being confirmed. The fund should be granted after the approval. The period of funding should be determined according to the span of the talent training program. Once the program ends, the funding should be ceased. The leading talent qualified for further training should reapply for the fund. Funding for the training of the leading talent generally should not exceed 2 rounds;

(4) The amount of special funds should be approved once and appropriated annually or in a certain period according to the training period and regular assessment.

2. Services for the Leading Talents

The service mechanism for leading talents should be established with the guidance of the government, the support of the society and the leading role of employer to form a well-equipped service system with strong supports.

(1) Efforts should be made to enable health care and vacations for leading talents. Competent authorities in various industries and the district governments should give full play to the existing high-level talent service institutions to offer personalized services for leading talents in domestic tourism vacations, foreign sabbatical vacations and health care. System of annual physical examination and regular recuperation should be established. For leading talents going abroad to participate in academic and professional activities, their annual period of overseas stay and frequency of going abroad can be unlimited.

(2) The system of multi-level contacts with leading talents should be formed. Party and government leaders at all levels should adopt various methods to maintain regular contact and communication with leading talents to understand their mindset, working condition and development needs. The difficulties in the work, study and life of leading talents and their teams should be resolved in a timely manner. Competent authorities of various industries, districts, and HR department of the organizations where the leading talents belongs should establish a leading talent liaison system, assigning a special person in charge of contact with the leading talents, and providing necessary services in a timely manner;

(3) For professional and technical personnel required from overseas, other provinces or cities, or other sectors and departments within Shanghai for building teams led by the leading talents, necessary conditions should be created by the HR department to actively support the handling of recruitment procedures, payment and preparation for their work and living in Shanghai.

Applicable Conditions

For high-level professional and technical personnel who work in enterprises and institutions with independent legal person status or start businesses in the administrative area of Shanghai, having paid social insurance in Shanghai for at least 12 months in the past 2 years, the following conditions should be met for the application:

1. He/she who is more than five years from attaining the statutory retirement age. Importance should be attached to the discovery and selection of outstanding young professional and technical personnel. Outstanding young talents in Shanghai will not be considered taking up the quota of their enterprises or institutions when applying after the end of their training period.

2. He/she who is in possession of "moral excellence, great professional contribution, prominent teamwork, notable leadership, strong development potentials".

Moral excellence: He/she who has staunch political stand, excellent academic morality, sound professional ethics and social morality.

Great professional contribution: He/she who has outstanding innovation in relevant fields and prominent contribution to the economic and social development of Shanghai.

Prominent teamwork: He/she who is in possession of a professional team that is reasonably structured and innovative. Core members of the team should be no less than 5. Members under 45 should be no less than 2.

Notable Leadership: He/she who plays an exemplary role both nationwide and worldwide in leading the development of the profession, the discipline and the field.

Strong development potentials: He/she who demonstrates clear innovation capability, R&D advantages and development potentials, so do the team members.

3. The following people are excluded from the application:

(1) Those who have been selected in national and Shanghai talent training programs, as well as Shanghai Leading Talent Program;

(2) Those who have been selected in programs of Changjiang Scholars, The National Science Fund for Distinguished Young Scholars and other national or provincial youth talents programs, and is still in the program training process.

(3) Leaders of enterprises and institutions (municipal management officials) who hold leadership positions at the bureau level and above and no longer directly engage in professional and technical work;

(4) Those who have applied for 2 year without been selected, and who have no major professional achievement within the year.
