Contents of Support

1. Duration: 2 years

2. Funding: 300,000 yuan for Type A (R&D) or Type B (innovation & startups); 150,000 yuan/ person or 500,000 yuan/ team for Type C (social sciences) or Type D (talent of special and urgent needs).

3. Talents of special and urgent need in 2020 should be in areas of: integrated circuits, AI, bio-medicine, aerospace, new energy, new materials, smart manufacturing, environmental resources, fin-tech, international trade and services, public health management, culture and creativity, policy research on overseas talent, etc.

Applicable conditions

1. Range

(1)Type A (R&D)

Requirements for applicant: The applicant should conduct natural sciences and technology research in university or scientific research institute (new R&D institution included) in Shanghai.

Duration: October 1, 2020- September 30, 2022

Fund: fix grant of 300,000 yuan for each program

(2) Type B (innovation & startups)

Requirements for applicant: The applicant should conduct science and technology innovation research in enterprise in Shanghai, or should open enterprise as overseas students of technology.

Duration: October 1, 2020- September 30, 2022

Fund: fix grant of 300,000 yuan for each program

(3)Type C (social sciences)

Requirements for applicant: The applicants should conduct innovation research in humanity and social sciences in entity in Shanghai, or should open enterprise as overseas student of culture and creativity.

Duration: October 1, 2020- September 30, 2022

Fund: fix grant of 150,000 yuan/ person or 500,000 yuan/ team for each program.

(4)Type D (talent of special and urgent needs)

Requirements for applicant: The applicant should conduct innovation research or open enterprise as overseas student. The applicant should in areas where talents are in special or urgent need. The applicant should also be selected and recommended by relevant entity.

Duration: October 1, 2020- September 30, 2022

Fund: fix grant of 150,000 or 300,000 yuan/ person, or 500,000 yuan/ team for each program.

2. Requirements for application

 (1) The applicant should be person or team studied overseas and work or open business in Shanghai, including Chinese overseas students who attained foreign nationality, Chinese students who studied in Hong Kong, Macau or Taiwan, and Hong Kong, Macau or Taiwan students who studied overseas.

 (2) The program should be applied by an independent legal entity registered in Shanghai and capable of organizing the implementation of the program.

(3) Do not apply repetitively when research contents have already achieved public financial support.

(4) All application units and program participants should abide by the scientific research ethics, regulations of human genetic resources and scientific research integrity management.

(5) If expert avoidance is proposed, written materials such as the feasibility plan of the program should be submitted along with the official letter issued by the application unit to propose the list of the experts and reason for avoiding experts.

(6)The applicant should be under 50 (born on or after January 1, 1970). Once being selected, the applicant should work or start business in Shanghai full-time. The working time in Shanghai should be no less than 9 months. Applicant as a team should include no less than 3 persons. All team members should meet the relevant requirements and be introduced in as a team by a unit in Shanghai or as an entrepreneur team starting business in Shanghai.

(7) Overseas students conducting innovation research in Shanghai should be those who entered China after January 1, 2018. Overseas Students starting business in Shanghai should be those who entered China after January 1, 2016. Period of working or starting business should be subject to the entry record for students continue to study abroad.

(8) Due to the outbreak of the epidemic this year, overseas students who entered China ahead of the study schedule, which supposed to end between January 1 and July 23, 2020 can apply for the program as required after finishing the online study and exchange.

(9) In order to build a army of high level public health talents that are professional and comprehensive in peacetime or wartime, talents at the frontline of epidemic control or in Shanghai primary-level health institutions can be prioritized in the recommendation by the units where they belong.

(10) Enterprises with innovative talents or overseas students introduced in by the districts can be prioritized in the recommendation by authorities such as Shanghai Municipal Human Resources and Social Security Bureau, Innovation Park for Overseas Students, China (Shanghai) Pilot Free Trade Zone Lin-gang Special Area Administration. Talent who has postdoctoral agreement with valid period basically in sync with this program can be prioritized in recommendation by the unit where he belongs or its superior unit.
