Approval criteria |
(I) Conditions for approval. To apply forestablishing Chinese-foreign cooperative vocational training institutions, the following documents shall be submitted: The Chinese-foreign cooperative vocational training institutions which meet the requirements and are approved shall submit the following documents:1. Application report. Its content shall include: Chinese-foreign cooperators, the name, training objectives, school scale, school level, school-running approaches, school-running conditions, internal management system, funding, management and use of the Chinese-foreign cooperative vocational training institutions to be established;2. Cooperation agreement. Its content shall include: term of cooperation, dispute resolution methods, etc.; 3. The source of assets, the amount of funds and valid certification documents, with property rights clearly stated; 4. For donated assets, the donation agreement shall be submitted, stating the name of the donor, the amount of donated assets, the purpose and management measures, and relevant valid documents;5. The certificate of the initial fund that is not less than 15% of the funds invested by Chinese-foreign cooperators; 6. The registration certificate of Chinese-foreign cooperators and valid certification documents of their legal representatives.The relevant certification documents of Chinese-foreign cooperators shall be certified by the notary office of the host country.(II) Circumstances of disapproval. In one of the following circumstances, the approval authority shall not approve the establishment of Chinese-foreign cooperative vocational training institutions, and shall give a written explanation:1. Violating the social public interest, historical and cultural traditions, and the public welfare nature of vocational training, and not meeting the development needs of national or local vocational training;2. One of the Chinese-foreign cooperators does not meet the requirements;3. The application documents do not meet the requirements of the Regulations on Chinese-Foreign Cooperation in Running Schools and the Measures, and fail to correct after being informed;4. The application documents contain false content; 5. Other circumstances of disapproval as stipulated by laws and administrative regulations. |
