Shanghai Customs Takes Twelve Measures to Support Enterprises Resumption

In order to make every effort to efficiently implement the ten measures taken by the General Administration of Customs to promote the stability and quality improvement of foreign trade, based on the actual situation in Shanghai and the series of supporting measures released in the early stage, Shanghai Customs further put forward twelve measures to support enterprises to expand the resumption of work and production and ensure the safety and stability of the industrial chain and supply chain. Twelve Measures Taken by Shanghai Customs to Support Enterprises to Expand the Resumption of Work and Production

and Ensure the Safety and Stability of the Industrial Chain and Supply Chain

I. Set up an “online business acceptance window” for the customs to expand business acceptance channels and realize online remote audit and fast customs clearance.

II. Promote the implementation of electronic certificate for entry inspection and quarantine, speed up the release of refrigerated container from the port to help improve the efficiency of port operation.

III. Visualize the whole process of customs clearance in the shipping and air transport channels to help enterprises query tally, declaration, inspection, release and other information online to speed up the customs declaration and release of goods.

IV. Expand the application scope of remote video inspection and embedded inspection of production process to reduce the impact on the production and operation of enterprises.

V. Accept the enterprise applications for the reduction and exemption of the delayed declaration fee and overdue tax payment fee according to different types in batches due to the epidemic control, and exempt or reduce fees for those that meet the requirements.

VI. Guide enterprises to exempt the corresponding legal liability through “active disclose” for the technical errors caused by force majeure.

VII. Take temporary measures for chilled aquatic products, fruits, meat, pasteurized milk, infant formula milk powder and other people’s livelihood materials, adjust the sampling rate according to the epidemic prevention situation of the port, and implement priority inspection according to origin and “5+2” appointment inspection for import and export perishable agricultural commodities that are fresh or frozen.

VIII. Expand the “green channel” of the whole industrial chain such as integrated circuits, biomedicine, and automobile manufacturing, and expand the scope of customs clearance facilitation measures from key enterprises to the upstream and downstream of the industrial chain and supply chain, covering commodities from finished products to raw materials, intermediate products and related manufacturing equipment.

IX. Temporarily cancel the sampling inspection of the photoresist imported by key integrated circuit enterprises, allowing this commodity to be released quickly after passing the port inspection, fully implement the coordination of port inspection and origin inspection for goods with vacuum packaging technology and other advanced technologies to speed up customs clearance.

X. Give full play to the customs integration synergy advantages in the Yangtze River Delta, improve the coordination mechanism of customs clearance for key enterprises and materials, implement joint research, rapid response, and collaborative disposal of emergency and major problems in the industrial chain and supply chain to break the bottlenecks in information and logistics.

XI. Co-ordinate the list of key enterprises in the industrial chain and supply chain in the Yangtze River Delta region, realize the mutual recognition of the “white list” enterprises, establish a unified “green channel” to realize faster and simpler customs clearance procedures.

XII. Improve the efficiency of logistics operation across customs areas in the Yangtze River Delta, support “land to water transport” and “land to road transport” to realize “one declaration, one inspection, and one release”.
