Online application before in-person document collection

Visit Government Online-Offline Shanghai to download the application form where basic information shall be filled. After the form is submitted online, a hard copy shall also be printed with stamp on it and submitted to the reception window at the Shanghai Municipal Bureau of Ecology and Environment (No. 55, Sanjiang Road, Xuhui District) together with hard copy of documents for application. The service window shall accept the documents and issue a receipt when the documents are complete and submitted in accordance with requirements. The decision on whether the application will be processed shall be made within 5 working days.

(3) Working time of the special window:

09:00-11:30, 13:00-16:30, from Monday to Friday (legal holidays excluded)

(4) Scope of effect

The provisions are applicable for all local organizations to apply for the permit of inter-provincial/ inter-city transportation of solid waste, including:

1. Storage and disposal of general solid wastes after being transported outside of the city;

2. Transportation of dangerous wastes outside of the city.

(5) Conditions of Approval

1. The risk during solid waste transportation is controllable.

2. The receiving side of the solid waste in other provinces or cities has the ability of waste reception and treatment. The receiving institution of general solid waste is required to hold the EIA certificate that proves its ability of waste treatment, while the receiving institution of dangerous waste is required to hold operation permit for dangerous waste and shall have corresponding ability to treat the waste of certain category.

3.  Application documents are authentic, accurate and complete.

4. Approval shall be obtained from provincial-level competent authorities in charge of ecology and environment of the receiving organization.

Power of attorney of organization of waste generation and the receiving organization, copy of ID card of the entrusted agency

Business license of the organization of waste generation, transportation agency and the receiving agency; business license for road transportation of the transportation agency; business license of dangerous waste disposal (in the case of transportation of dangerous waste), agreement on waste disposal and agreement on transportation

2. Before applying for the permit, information concerning inter-provincial dangerous waste transportation this time shall be registered in the management plan in the Dangerous Waste Management Information System of Shanghai and consistency of information shall be confirmed. The agency of application shall fill in authentic and accurate information concerning inter-provincial transportation on the Government Online-Offline Shanghai platform, upload the digital form of the required documents, and submit the hard copy of the corresponding documents to the service window.

The following requirements shall be met when submitting application documents:

(1) All application documents shall be placed in accordance with the sequence specified in the above-mentioned list;

(2) Documents complied by agency of application shall be printed on A4 paper, while documents originally issued by government authorities shall be submitted in the original size;

(3) Clear original documents and hard copy shall be submitted with stamps in accordance with requirements in the document list.
